My client is looking for a Diagnostics Programme Manager for an initial 6 month contract inside of IR35.

We have created 'Division X' - a new customer facing area, to incubate and innovate our future growth engines and enable us to sell solutions using new, exciting capabilities of 5G/private networks, IoT and M2M. Healthcare is a key industry vertical

within this new unit - an innovation docking station and commercial delivery vehicle for the NHS.

Enterprise's Healthcare programme is part of the Enterprise NewB2B Plan. All of the programmes in the NewB2B have been identified as critical to enabling Enterprise to transform and return to growth.

The Enterprise Healthcare Programme is large, highly complex and challenging. You will be fully dedicated to the programme and work in partnership with the SLT sponsor on building and developing all programme governance and delivery for a major part of the broader programme. This is a new and evolving vertical and as the programme lead you will be an invested and trusted leader, having a clear understanding and involvement in the programme's key strategic priorities and key deliverables to ensure our ability to deliver. You will challenge the team and wider stakeholders to ensure we are being as ambitious as possible and challenging where we need to. You will be responsible for creating the environment for success removing internal barriers and cutting through complexity to deliver on time and within budget.

In this role you will use your knowledge of the programme and working relationships with the matrix programme team to define and develop the end to end programmatics for your specific element of the programme. You will be accountable for the plan that delivers within time and budget. This programme is strategic, complex, multi-faceted and impact multiple business units and represents a major investment, enabling the business to transform.

What you'll be doing:

*This role will design, mobilise and drive leadership of a specific element of the Healthcare strategy and lead the introduction of agile ways of working in order to support overall customer success.

*Define 3-year delivery roadmap to underpin our strategic aims and lead the development of underpinning business cases and appropriate plans and controls to ensure successful delivery.

*Lead and provide direction to wider virtual programme team on requirements, scope, timescale, cost constraints and quality expectations.

*Forge mature, influential relationships with internal stakeholders, partners and customers to drive value and outcomes that reflect outstanding customer experience.

*Ensure financial control of programme through effective forecasting and analysis to ensure that Business Cases are understood and driven to successful delivery within budget and time.

*Accountable for building a virtual delivery team consisting of a mixture of dedicated and shared resources (SLT Sponsors, Senior Stakeholders, Project Managers, internal specialist teams and external third parties) and ensure stakeholder communications are clear and tailored to engage all relevant groups on the change journey.

*Accountable for delivering the programme adhering to a comprehensive governance structure, as agreed with the wider Enterprise Programme Office (EPO) team, to cover both EPO and specific Health programme requirements.

*Ensures the wider team and resourcing functions have clear line of sight of upcoming demand requirements and supports prioritisation decisions with engineering / development teams as required.

*Manages programme risk, with an ability to use and adapt recognized project management methods and processes depending on elements of the risk profile and governance needs.

The skills you will need:

*Portfolio, Programme and Project Management. Prince2 or APM or SCRUM certification such as Product Owner / Scrum Master and to be confident operating in an 'agile' environment.

*Business acumen: Knowledgeable in business strategy and business cases including organisational performance, people drivers and financial literacy

*Ability to quickly comprehend complex situations / issues - "cut through complexity"

*Bias for action, taking ideas from concept through to implementation, and a personal resilience to continue to deliver in challenging stakeholder environment

*Vendor/customer contract management experience with legal awareness: experience of briefing and collaborating with Legal, Compliance or Procurement functions and ability to analyse obligations, dependencies and disputes

*Experience of both waterfall and agile methodologies and delivery

*Experience of managing and leading senior stakeholders, ensuring on time and within budget delivery of complex programmes

*Negotiating skills: commercial experience, anticipating risk and quantifying it

*Proven ability to lead a matrix team to deliver: building a culture of continuous learning and development, coaching for great performance and enabling people to drive sustainable improvements.

Key Decisions

*Owns all decision in defining and developing the end to end programme plan for their specific element of the Healthcare strategy

*Owns all decisions made where a problem occurs and resolution is required

*Decide on overall governance and approach to ensuring timely delivery and risk/interdependencies management

*Recommends decisions relating to the structure of the virtual/matrix programme team

*Experience as a Project and Programme Manager, delivering complex solutions - ideally in an iterative, scrum, 'agile-like' environment

*Expected to have attained an advanced project management qualification - MSP, APM RPP etc.

*Experience of mobilising a large-scale programme (e.g. significant P&L and/or material cost portfolio - c.£10m): Financial/budget management, stakeholder management, communication plans, managing escalations and risk.
