PROCUREMENT SPECIALIST

Overall Purpose of Role
In order to continue to deliver our ambitious Covid Secure Workplaces Spot Check Programme we need to bring on board a number of strategic partners who will play a crucial role in helping developing and delivering this vital service. In order to achieve this we need a procurement/tendering specialist to work with us to define and manage the procurement exercise(s). We will initially contract until March 2021 but the term will be determined by the procurement process, future central government funding and timescales once they are defined.
Key Responsibilities
-Managing the end to end procurement process
-Working with key stakeholders in determining the most appropriate route to tender that meets all government and legislative requirements, and provides the best opportunity to achieve its required outcomes
-As necessary, undertake pre-market engagement with potential suppliers to help define our requirements
-Working with key stakeholders, define the requirements, the invitation to tender (ITT), and required documents, including draft contract
-Define an appropriate evaluation methodlogy, including evaluation critertia and value for money assessment
-Working with key stakeholders, including our procurement team, manage the competition process, including timetables, clarification processes and evaluation
-Working with procurement, support and manage the contract award process
-Define the onboarding requirements for the new partner(s) and support the implementation period
Skills and Experience
*Significant experience in public sector tendering and procurement
*Demonstrable experience in managing large value sevice procurements
*Good knowledge of procurement options and routes to market, including OJEU
*Excellent planning, co-ordination and organisational skills with the ability to meet challenging deadlines
*Exceptional communication skills and the ability to build consensus and relationships among managers and senior stakeholders
*Excellent problem-solving skills and the ability to take the lead when needed
*Highly motivated, committed and passionate
*Ability to work with focus and pace
*Ability to adapt to an ever-changing environment and react quickly to emerging challenges
*A Chartered Institue of Procurement and Suply (CIPS) would be an advantage
Ways of Working:
This is a home/remote based role working with operational and project teams who are also predominantly working from home. We are making use of various technologies to communicate, but all activity will need to be managed remotely. The successful candidate will be inducted into the role remotely. The successful candidate will need access to a device (laptop or desktop) and a working environment that will allow them to work safely and effectively remotely. The client will provide connectively to our network and appropriate systems via Citrix.
