ECMWF is both a research institute and a 24/7 operational service, producing and disseminating numerical weather predictions to its Member States. ECMWF carries out scientific and technical research directed to the improvement of its forecasts, collects and processes large amounts of observations, and manages a long-term archive of meteorological data. Satellite and in situ observations provide the information for up-to-date global analyses and climate reanalyses of the atmosphere, ocean and land surface.

3. Summary of the role

ECMWF is committed to making its data more easily accessible to its growing user community using standard protocols and formats.

This new position sits in the Web Development team of the Web Development Section of the Forecast Department and it will further strengthen the GIS expertise in the team. The role of the team is to support the development of new web services to provide access to data from ECMWF forecasts and projects. The Analyst will work within the Web Development team to support the evolution of existing services but also to explore and setup the provision of data through new services and standards.

The successful candidate will contribute to the developments of new web services to enable ECWMF to bring this system into operational status. He or she will apply their knowledge and expertise to contribute to future developments to ensure a successful evolution of ECMWF’s web data services.

4. Main duties and key responsibilities

- Participating in the activities of the web development team to design, implement and deliver scalable and operational web services

- Designing, specifying, setting up and tuning a scalable GIS server to operate very large datasets meet the demands of an ever-increasing number of requests

- Designing and configuring fault tolerance, failover, replication and backup mechanisms specific to GIS systems

- Setting up and maintaining OGC-compliant GIS services (WCS, WMS, WFS, etc)

6. Qualifications and experience required

- Education A university degree, or equivalent, in a discipline related to computer science, physics, mathematics or engineering is required.

- Experience Good experience of developing serving geospatial data sets.

-Experiences in developing/maintaining a web-based map server (using thirdparty packages such as GeoServer or MapServer) is desirable.

- Experience working within a larger web development team and maintaining an operational system would be an advantage.

- Experience in Python would be advantageous.

Knowledge and skills (including language)

- Very good knowledge of setting up geospatial web services and related database systems is required.

- Excellent understanding of GIS concepts, OGC standards, and file formats (NetCDF, GeoJSON) is essential.

- Good knowledge of UNIX and code versioning with git is essential.

- Excellent knowledge of administering relational databases

- (PostgreSQL/MySQL) and/or non-relational databases (MongoDB) is essential

- Knowledge of developing using Python and Django in a service-oriented architecture is required.

Candidates must be able to work effectively in English and interviews will be conducted in English.

A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.

7. Other information

Grade remuneration

The successful candidate will be recruited at the A2 grade, according to the scales of the Coordinated Organisations and the annual basic salary will be £58,238.40 net of tax. This position is assigned to the employment category STF-PL as defined in the Staff Regulations.

Candidates that may require further development to bring them up to meet the full requirements of the position, could be offered the position at the A1 grade, with an annual salary of £45,579.12 net of tax. This will be at the discretion of the organisation.

Starting date: As soon as possible.

Length of contract: To 31 December 2020.

Location: The position will be based in the Reading area, in Berkshire, United Kingdom.
