Job Title: Programme Manager - Telecoms and Net Zero

Location: London

Salary: £32,000-£44,000 per annum based upon experience plus discretionary bonus and comprehensive benefits

Job Type: Permanent/Full-time

A newly created position has opened up to work jointly across the techUK Telecoms, Net Zero and Smart Infrastructure and Systems programmes, to look at how to deliver digital infrastructure as well as accelerate the adoption of 'clean tech' across heavy emitting sectors.

Communications Infrastructure and Services:

The Programme convenes the widest cross-section of the telecoms ecosystem in the UK, from major operators and platforms, to vendors, infrastructure builders and service providers. Our members are the collective voice for telecoms policy for the UK, and we seek to maximise the benefits of advanced connectivity in our economy and society, explore the future of telecoms and the innovation shaping this critical infrastructure, and maintain confidence in the security and resilience of our networks.

techUK Net Zero and Smart Infrastructure programme:

The techUK net zero and infrastructure programmes focuses on the deployment of digital tech and seeks to identify/remove barriers to digitalisation in key sectors such as energy, water and transport. The net zero strand sits in the broader sustainability programme and looks to ensure heavy emitting sectors are being incentivised, systems are resilient to risk and are able to utilise digital tech.

The Role:

This role is split 50/50 between our telecoms/connectivity programme and our net zero infrastructure programme

Telecoms: Communications Infrastructure (50% of the time)

Lead on telecoms infrastructure deployment, removing the barriers to rollout and coordinating our work across the Nations and Regions on digital infrastructure

Oversee our work on innovation in telecoms infrastructure, including energy efficiency of networks

Net zero and infrastructure (50% of the time)

Lead a workpiece on climate resilience across tech firms and infrastructure (including telecoms), to make sure they are resilient to risk

Supporting the head of infrastructure with responses to consultations, member meetings, external meetings to promote the role of tech in decarbonising infrastructure

Lead projects on using digital tech to decarbonise heavy emitting sectors, through engaging with the wider ecosystem

Work in collaboratively with the team to deliver the EV Infrastructure work stream

Key Responsibilities:

Convene member meetings and keeping them informed (in writing and in calls/webinars/workshops) of important government and policy announcements

Write reports, briefings and articles for external consumption on both programme policy areas

Providing secretariat support to working groups and cross-industry fora. This includes managing records of meetings, blog writing, database management and receiving and handling inbound queries from members and stakeholders

Leading on the response to government/parliamentary/regulator consultations and holding member roundtables with stakeholders to ensure members are heard on policy debates

Represent techUK and members at government and regulatory meetings and deputise for other techUK staff at external events

Inputting into wider techUK work that impacts digital infrastructure members

Supporting the recruitment and retention of members

Supporting the design and execution of campaigns / thought leadership

Knowledge & Competencies:

Core Competencies

This is an inherently collaborative role that sits across multiple programmes so would suit someone who is used to working flexibly across teams, securing buy-in and managing projects and relationships across different internal stakeholders

Self-starting and someone comfortable with raising their profile across the industry, Whitehall and Parliament

A quick learner who can understand deeply complex policy and regulatory areas and make them understood by lay audiences

The ability to identify the key points in policy discussions and able to find 'the angle' when engaging external audiences

Essential Knowledge and Experience:

External / public affairs experience, ideally in tech, telecoms or infrastructure sectors such as energy, water, transport

Experience in dealing with regulators and policy makers

Experience in writing high-impact reports and communications

Desirable Knowledge and Experience:

Previous experience of influencing key policy areas impacting digital infrastructure members (broadband/mobile rollout, the energy transition, net zero, critical infrastructure)

Experience in working in a trade association or similar
