The Foreign, Commonwealth and Development Office are seeking a Chief Technology Officer (CTO) on a permanent basis.

The FCDO's enduring purpose as a department is "to lead the Government's diplomatic, development and consular work around the world". We employ more than 17,000 staff in 168 countries, across our diplomatic and development offices worldwide, including in 280 overseas Embassies and High Commissions.  Our UK-based staff work in our headquarters: King Charles Street, London and Abercrombie House, East Kilbride, and we also have staff based in Milton Keynes.

This role reports to the Chief Digital and Information Officer (CDIO) and will be a member of the Information and Digital Directorate (IDD) senior leadership team, supporting the CDIO with the collective leadership and transformation of the Directorate.

As CTO you will be responsible for:

Developing and executing the FCDO's Technology Strategy to support FCDO's current and future objectives and those of HMG operating internationally, emphasising business/user enablement.

Growing FCDO's technology architecture and assurance function, creating a community of experienced and passionate experts.

Establishing the minimum viable processes to ensure the technology strategy is being implemented across FCDO's digital, data and technology (DDaT) landscape.

Building trust at the highest levels (C-Suite equivalent) in FCDO's technology and the potential of technology, not only to enable but to transform FCDO and HMG's ability to deliver impactful outcomes globally.

You will be part of the Directorate's senior leadership team reporting directly to FCDO's Chief Digital and Information Officer (CDIO) and working with key stakeholders and partners across HMG including the Central Digital and Data Office (CDDO).

You will have deep technical expertise with a history of delivering technology transformations, especially in modern, agile and customer-centric environments. FCDO's technology platform is primarily Microsoft based, and you will be able to demonstrate particular strengths and expertise in technology infrastructure as well as experience of building trust and maintaining C-suite, board-level and supplier relationships. You will be an experienced leader of technical and non-technical people, developing capability and creating an inclusive working environment which enables everyone to achieve their potential.

Applicants should demonstrate their skills and experience against the following essential criteria in your CV and supporting statement:

Proven expertise in defining and delivering technology strategies and technology-driven transformations;

Experience of keeping abreast of fast-changing technologies, trends and results and drawing on these to deliver impactful change within an organisation;

Experience implementing and embedding innovative solutions in government or industry to drive business, culture and technology change and improved outcomes;

Experience of working with commercial partners to deliver shared outcomes, with an ongoing focus on value for money and continual innovation;

A proven track record of leadership in a complex and dynamic environment, including leading and building high-performing, cross-functional teams;

Evidence of excellent interpersonal and influencing skills across the leadership spectrum up to an including C-Suite and Board-level.

Desirable criteria includes experience operating in a global organisation and/or secure government environment; and being able to demonstrate an impactful industry profile, network and reputation.
