Strategic Finance Manager - Adult Social Care.
We need a Strategic Finance Manager with experience of Adult Social Care for a 3 month contract to start ASAP based in the South West of England.
Task To manage & develop the Adults Social Care & Public Health Finance Team. Support the Directorate to set & manage within the approved budget, ensuing the forecasts are accurate & reported in a timely manner. Support the directorate to transform & develop transformation savings plans.
Title: Strategic Finance Manager.
Rate: up to £450 per day depending on experience. ***IN-SCOPE OF IR35***
Start Date: ASAP.
Duration: 3 months.
Location: South West of England. / Remote possible during Covid restrictions.
N.B. Basic DBS required
Working with the senior managers in Finance Service to ensure effective financial control (and effective discharge of s151of the LG Act 1972) across the services through the provision of a proactive modern accountancy offer that adds value, balancing this with maintaining sound financial control.
Supporting directorates in the production of their financial plans, policies & strategies within the overall framework set by the Section 151 Officer, including the promotion of value for money in all decisions.
Ensuring effective monitoring arrangements are in place at service & directorate level so that value for money is achieved & that spending is allocated in accordance with agreed priorities, & that action plans are developed where budget overspends are being incurred.
Evaluate & maximise the effectiveness of the systems of internal financial control, risk framework & governance processes across the business to ensure public money is appropriately accounted for & controlled.
Advising & supporting elected members to enable them to fulfil their roles fully with regards to financial stewardship & governance.
Attending senior leadership & management team meetings, Committees, MP briefings, Boards & engagement events to give advice as required on financial management & business control consistent with corporate objectives & S151 Financial responsibilities.
Managing staff to the highest standards, ensuring staff are supported to achieve all required objectives & personal development needs.
Support the Directorate in moving forward on integrated ways of working over the health & social care system.
Knowledge, skills & experience needed: -
Providing Strategic Finance advice to a Leadership Team.
Working within Adults Social Care.
Preparing & presenting finance reports.
Contributing to the development of the reporting to S151 Officer & Cabinet Report.
Lead on the support services business partnering community for Adults & Public Health.
Leading on the development of the annual budget setting & reviewing base budget.
Develop robust deliverable savings plans & monitoring & reporting on the delivery.
Working with partners (e.g. NHS) developing joint commissioning agreements.
Developing financial models to understand demand for adult social care services.
