Head of Open Data Platform- Inside IR35- £785 Per DayThe Head of Open Data will set the vision and technical roadmap for our clients open data. The Open Data strategy and delivery roadmap will allow our client to deliver secure and consistent data capabilities, and data-driven products and services. The successful applicant will:-Operate the open data platform and related services, including published data set updating from our clients API services.-Ensure that the open data platform is appropriately accredited in information management and cyber security terms, including facilitating penetration tests and other activities to maintain accreditations held.-Design build, optimise and maintain an enterprise open data platform ensuring data integrity, and quality, performance and scalability-Create and maintain documentation of the open data platform and related services on which it relies. -Produce solutions to ingest, process, and serve both structured and unstructured data from disparate source-Implement and manage complex Ontology Integration projects and operational services.-Develop content as agreed to maintain the currency of published data sets -Assess, recommend and implement delivery strategies for the assigned open data platform and associated services. Essential * Expert understanding of data science, data management and search logic* Strong experience of leading data science and data discovery projects and initiatives, and of developing services built from data* A problem solver, you must be able to evidence your ability to deliver a range of creative solutions to complex problems despite ambiguity* Deep understanding of open data platforms and their successful operation. An affinity for the open web as an information space and web scale data integration.* Specific technical services required:o Microsoft Azure based solution development and deliveryo Platform design, development and operation based on TripleStore serviceso Microsoft .NET Core based development o API harvesting and publishing as open datao Ontology solutions including OWL onotologies and schema.org o Taxonomy solutions (Smartlogic Ontology Manager or comparable)o Experience of library science solutions, ideally SKOSo OWL onotologieso SPARQLo RDFao Apache Solr* Track record of designing and delivering open data services via in-house, external and blended team models.
