Site Manager / Commissioning Engineer Required

* Primary role is in the management of the HV installation works along side general water industry commissioning activities. The role would suit a MEICA manager with HV experience or a commissioning engineer with HV management experience.

· Description:

My client has secured one of the non-infrastructure frameworks at Severn Trent and has been allocated core, projects covering Waste Water in the South and East and Clean Water in the South of Severn Trent's service area.

The Framework office is located in the Warwick area close to the M40.It is expected that we will be delivering Design & Build Project solutions with STW turning over c£40-60 M per annum. The Framework agreement covers both the AMP5 and 6 periods (i.e. 2010 - 2020 = total value c£400M+).

Working within a small team at Wyelands RWI and Mitcheldean WTW and reporting to the Project Manager, the AP & MEICA Site Manager has the following role and responsibilities:

Key Tasks & Responsibilities

Key areas of responsibility include:

* Safety, Health, Environment and Quality (SHEQ)

o Demonstrating safety excellence by ensuring KPI and KPM measurements are No.1 in the STW region

o Reviewing supply chain performance against KPIs and KPMs

o Implementing and refreshing initiatives to improve behaviours relating to SHEQ

* General Management

o To liaise with design and suppliers / sub-contractors to ensure that equipment is fully set up and commissioned at each project

o Ensure technical input and expertise is best utilised

o Ensures equipment is FAT tested and snag free prior to arrival on site

o Timely production of regular reports to senior managers.

o Responsible for input into the overall programme.

o Ensure capture of installation, testing and commissioning data

o Responsible for quality and snag free installation and commissioning

* Client Facing

o To work alongside the Severn Trent Water HV SAP in the safe delivery of the HV scope of the project

o Input into Early Contractor Involvement process through site surveys of systems and equipment

o Building and maintaining relationships within the Client organisation, particularly Service Delivery

o Inputting to reports and other briefings to client management

o Liaison with the STW representatives from Asset Creation (AC) and Service Delivery (SD) on an ongoing basis

o Liaison with the STW SAP for the project

o Active participation in the Client's Site COMM Cells

o Carrying out training of the clients operational staff

* Technical

o Knowledge and experience of the engineering discipline appropriate with the project scope

o Knowledge of the requirements for HV installations within the water industry including HV motor starters

o Full project cycle commissioning input (from outline design to final commissioning and handover)

o Able to write commissioning plans

o Able to write commissioning procedures

o Able to carry out hands on commissioning activities

o Electrical conversant to 17th or any subsequent edition of the Electrical Regulations

o Demonstrated ability to understand the water and waste water treatment processes as a whole and commission in a structured manner

o FAT testing and management of close out of defects found

o Demonstrated ability to carry out trouble shooting

o Management of Process / M&E through design refinement and scope change

o Review electrical and/or mechanical schematics, wiring diagrams, FDS documents, P&I documents and instigate required design change as and when necessary

o Co-ordination of project commissioning activities and close liaison with any 3rd party Commissioning Engineer ensuring successful commissioning.

o Manage Process / M&E Design and Scope Changes

o Manage Process / M&E Programme and provide monthly updates to project planners

o Ensure the technical solution delivery is consistent across the project life cycle from early involvement to completion

o Ensure best practice, technical bulletins and lessons learned are utilised

Main Function of Role

Key Duties

Oversee and assist in the delivery of MEICA solutions and systems integration.

o Coordination of HV electrical contractors and equipment manufacturers to ensure the effective delivery of the project against the Severn Trent Water specifications.

o To have an understanding of the performance testing requirements of 11kV installations and protection.

o Configuration of analytical equipment to process requirements, i.e. calibration, interfacing with monitoring equipment etc.

o Support core Management Team and report status of our Technology Providers.

o Carry out regular Progress meetings with the Technology Providers

o Manage and update the Design Deliverables Schedule and update the Project Programme via the Project Planners

o Production and assessment of RAMS

o Manage and Update the / M&E Project Progress Reports

o Audit subcontractor performance

o Supervision and inspection of sub-contractor installations

o Management of project installation and production of all relevant documentation to successfully close out project

o Co-ordinate and produce commissioning plans for approval, ensuring that all relative documentation is completed

o Undertake an electrical AP role subject to prior agreement and training

Person Specification

o Candidates must have experience with a main contractor working on Water and Waste Water Process Engineering projects.

o Excellent communication skills and the ability to work within a team environment, although must be able to self-manage,
