Your new role

If you enjoy working in a fast paced environment where you have the freedom to develop innovative and cutting-edge new Information Technology strategies, our Head of Technology Strategy role is right for you. In the first half of our Road Investment Strategy we delivered almost £4bn of road improvements, completed 18 schemes and started construction on a further 15 projects. In this critically important role, you’ll lead on successfully aligning our Information Technology strategies with organisational-wide strategy as we move into the second period of our Road Investment Strategy, using your demonstrable experience in horizon scanning and internal analysis.

What you’ll be leading on

Liaise with Information and Technology Directorate (ITD) and organisational Director’s to place their individual strategies in the context of the overall Highways England Road Investment Strategy, resolve conflicts and optimise strategic effectiveness

Identify opportunities for cross-organisational technology change initiatives, and lead and own the development of technology strategies, transformation priorities and initiatives, providing leadership during implementation.

Gather, co-ordinate and communicate insight from internal and external sources regarding technology, consumer and industry trends

Support the definition, scope and evolution of Digital, Data and Technology priorities and strategic direction beyond an 18-month horizon, aligning this with wider business and external strategies arising from government departments (e.g Department for Transport, Cabinet Office, Treasury)

Grow and develop a team that has the skills, knowledge and experience to identify and initiate major strategic business change initiatives.

To be successful

You’ll have experience of leading transformational change in multiple technology and organisational environments

You’ll be experienced in using data and evidence-based approaches to decision making with a creative and driven approach to problem solving

You’ll possess a proven ability to convey complex information across multiple audiences, including senior and external partners, communicating enthusiastically and motivating others by adapting your style to fit the audience

You’ll be Degree qualified, preferably in a Business, Technology, Engineering or Mathematic subject, or holds a certified accreditation project or programme management qualification, or equivalent experience

You’ll have demonstrable experience in a senior strategy role in a medium size public/private sector organisation, comfortable at drafting and presenting reports and briefings to a senior executive audience

You’ll be able to demonstrate knowledge of current technologies used to build and operate digital services, understanding the different technical roles in a digital team.
