* The consultant assigned to this "Level 3 Element Management Engineer" Instructor post will hold a university degree in ICT System Engineering or equivalent secondary education supplemented by substantial professional experience and / or qualifications within the Service Management and Control Domain.

Essential qualifications:

* Three or more years of proven experience in developing and maintaining top quality training for NATO Services in the SME Area.

* Proven experience working with systems and software used in the SME Area (e.g. Windows Server and Virtualization Platforms that support the CA Spectrum Service Management Suite).

* Proven experience in NATO or National Deployable or Deployed CIS Training Environments.

* Solid understanding of Service Management Architectures, including Service Management System (SMS), Network Management Systems (NMS) and others used in NATO DCIS.

* Solid understanding of the NATO DCIS Target Architecture as it applies to the SME Area.

* Experience with other NATO Service Management and Control Tools.

* In-depth knowledge of NATO DCIS Concepts, to include the current NRF DCIS and other deployable assets (e.g. LINC-E, Mini-PoP).

* Experience with the training service requirements of multi-national civilian and military students.

* Knowledge of the NATO Command Structure, with focus on the Deployed entities involved, and the deploying Service Providers (e.g. NCISG with the SSG and DNOC).

* Proven flexibility and agility for keeping abreast with developments in the SME Area technologies in industry and NATO.

* The following soft skills are required:

* Ability to transfer knowledge and skills for complex technology to military and civilian personnel in the English Language;

* Strong communication skills and the ability to be concise in both written and verbal communications to successfully deliver technical training.

* Team work and teaching skills specific to international environment comprising both military and civilian personnel. Desirable qualifications:

* Experience on specific NATO implementations and systems in the SME Area

* Prior experience of working in an international environment comprising both military and civilian elements

* CA Spectrum Certifications - or similar education and experience gained with other institutions and technology * Solid understanding of the NATO DCIS Target Architecture as it applies to the SME area.

* Experience with NATO Service Management and Control Tools.

* Related field experience in operation, administration and maintenance of military service management and control systems.

* In-depth knowledge of NATO DCIS Concepts, to include the current NRF DCIS and other deployable assets (e.g. LINC-E, Mini-PoP).

* Prior experience of working in an international environment comprising both military and civilian elements.

The contractor shall support NCIA E&T NCISS Services with the following tasks:

* The contractor, reporting to the NCISS Chief Training Branch (CTB), under the direction of the NCI Agency

NCISS Section Head DCIT ensures the DCIS platforms and training material are kept up to date with the

deployed assets in the Subject Matter Expertise (SME) area.

* The SME area of this contractor is NATO Service Management and Control, with focus on those supporting

Communication Services and Core Enterprise Services; Coordination with the Information Assurance Services

in adjacent layers of the taxonomy is required.

* Under the guidance of the Section Head DCIT and in coordination with the service managers in NS&II will

develop, maintain, and update the DCIS Training Material in his / her subject matter expertise area with and

towards the Target Architecture.

* Under the guidance of the Section Head DCIT, aligns SME area Training Material and Terminology with

evolving technology, the NATO C3 Taxonomy and the FMN terminology.

* Under direction of the Section Head DCIT, ensures efficiencies of courses across the DCIS Training

Framework (Foundation, Deployment, System, and Special Courses).

* The contractor will provide update training to NCISS instructors as tasked by the Section Head DCIT in the

SME area as changes in the DCIS baseline are implemented.

* The contractor will provide update training to the DCM crews who have completed NCISS training and require

the uplift to the new baseline, as coordinated by the Section Head DCIT.

* Follow the NCI Agency business model and existing management plans, policies and procedures.

* Follow and implement NATO education policies, practices and formats.

* Adhere to existing NATO security procedures for physical and logical protection of NATO materials.

* All work details must be properly documented through the NCI Agency processes and tool suites.
