Ofgem is committed to making a positive difference for energy consumers through effective regulation of the market and close working with suppliers to ensure sustainable energy for consumers and businesses in the UK.

We now have an opportunity for individuals who can work with complex policy and strategic issues to play a lead role in a national regulatory initiative that will be a cornerstone of the UK energy market, and support a better deal for UK consumers. RIIO is Ofgem’s framework for setting price controls for network companies. It’s an essential tool in protecting the interests of consumers as well as ensuring the industry still benefits from the investment required to ensure security of supply. It’s an exciting time to be involved in RIIO, there are still significant policy issues to address in the current price controls, and we have already started to plan for the RIIO2 price controls which will replace the current model in 2023. These roles present an excellent opportunity to build up detailed expertise in electricity and gas networks regulation while also considering the strategic context of network regulation.

Primarily these roles will focus on two areas:

Policy analysis and development;

Cost analysis and assessment.

You’ll take the lead on policy development in a specific area, evaluating the impact of current regulations and developing solutions to address complex regulatory and/or commercial issues, both under the current RIIO price control and planning ahead for its successor. You’ll project manage our review of companies’ submissions under RIIO, and assess how they are investing their annual allowed revenue to deliver for consumers against agreed outputs and targets. You’ll be asked to lead on analysis of actual and forecast costs that energy network companies face. You’ll have the opportunity to work on complex issues and problems, and bring your expertise to bear in making a difference to the cost of energy for consumers. It’s a chance to be part of a multi-disciplinary and collaborative working environment, which is fast-paced - so you’ll need to be comfortable working with change and ambiguity, and making risk-based decisions and recommendations.

These roles demand previous experience in developing policy, backed up with strengths in analysing and challenging complex data. Good communication skills are essential and it’s important that you can manage projects, working with stakeholders and managing others to meet agreed deadlines. You should be able to bring both a strategic and creative perspective to solving complex problems, and bring an outward facing focus to your work. We also expect that you’ll be degree educated or that you can demonstrate equivalent expertise through experience in a relevant field (economics, engineering, policy and regulation, accountancy, finance). Your work will have a measurable influence on decision making at a senior level, so there is considerable scope to make a personal impact on consumer outcomes.

Ofgem can offer you a comprehensive and competitive benefits package, which includes:

Up to 30 days’ annual leave

Excellent training and development opportunities

The opportunity to join the Civil Service pension arrangements, which include a valuable range of benefits

Flexible working hours and family friendly policies

Interest free season ticket loan.
