We are looking for talented, experienced and motivated Project Delivery professionals to join us and lead in the delivery of several strategic programmes in the Army's Portfolio. These programmes deliver change in equipment, infrastructure, personnel, information and business change. These roles offer the opportunity to develop Programme and Project Management skills, knowledge and expertise in a challenging yet supportive environment.

The Army intends to manage Project Delivery skilled staff on a flexible basis to ensure that programmes have the talent required to deliver outputs and maximise opportunities in support of skills development and wider career pathways. Successful applicants may therefore be redeployed flexibly within the portfolio as priorities change and programmes start and stop.

This position is advertised at 37 hours per week.
The start date for successful applicants will be 1st April 2021 or after.
The majority of these roles will be based at Army HQ in Andover, however a few of the roles are based in Upavon, Warminster and Pirbright. Location preference can be discussed at interview. Job description Duties and Responsibilities:

As a Higher Executive Officer (MOD Band C2) you will undertake Project and Programme Management duties within the Army's Portfolio. As a key delivery resource within your respective area you will be expected to provide advice and guidance across a range of Project Delivery areas.

The roles available will involve enabling the delivery of a project, programme or output and include (but are not limited to) elements of the following:

Planning and Scheduling
Ensure systems are in place to enable effective planning and scheduling using Microsoft Project Online, in accordance with professional P3M standards.

Monitoring & Reporting
Manage project/programme controls, reporting to Project/ Programme Managers and Senior Responsible Owners about project/programme status. Develop programme performance Reports.

Resources
Lead on identifying, developing and acquiring resources. Manage workforce planning, providing information for effective decision making to Project/Programme Managers.

Stakeholder Engagement
Manage and engage with a wide range of internal and external stakeholders.

Risks and Issues
Identifying, monitoring and managing of risks and issues and developing mitigation strategies. Identifying and working with related workstreams to manage dependencies.

Through this recruitment campaign we are seeking to identify a number of individuals to undertake a broad range of Project Delivery roles. Candidates will be matched to the roles best suited to their skills shown at interview.
Project and programme delivery at the Army generally involve the management and coordination of projects and programmes with a large number of activities completed offsite by the Defence Enabling Organisations. Responsibilities We will assess you against the following essential criteria during the selection process:

1. Ability to establish protocols to manage, record and evaluate requests that could alter the scope of a project/programme.

2. Knowledge of how to identify, share and promote best practices and lessons learned to create a culture of learning and good practice that supports team capability & continuous improvement to optimise project delivery.

3. Knowledge of defining roles, responsibilities & accountability. Experience of delivering projects/ programmes within agreed time, cost and quality constraints. Understanding of project management frameworks and methodologies.

4. Familiarity in developing relationships with others both internal and external to the organisation. Using appropriate channels of communication & adapting styles to ensure stakeholders & team members are engaged.

5. Ability to identify and monitor risks and issues, planning how to mitigate/respond to them and implementing appropriate responses.

6. Experience of defining the fundamental components of a project/programme in terms of its scope, deliverables, time scales, resource requirements and budget. In addition, the proven ability to develop, produce and maintain schedules and take account of the dependencies, requirements and constraints at each stage of the project lifecycle.

Desirable Requirements:

An Association of Project Management (APM) Project Management Qualification (PMQ) (formerly known as the APMP)

Managing Successful Programmes (MSP) Qualification
