Service Delivery Partner (Government Business Case); Our client require an experienced individual to complete an evaluation and deliver a strategic business case for a large scale Government Department. Summary of the workTo understand the benefits of building an organisation wide network platform and develop a business case which articulates the benefits.Why the work is being done;To understand the benefits of building an organisation wide network platform as opposed to individual authority networks.To understand the benefits to broader initiatives of having access to an organisation wide Network platform.To develop a compelling business case that articulates the benefits to the executive with the aim of securing funding and approval to select a supplier to design, build and manage an organisation wide network platform. Problem to be solved;Multiple public sector bodies are building and operating their own networks potentially duplicating costs and effort.There is no common network platform capable of supporting the Smart Places agenda and initiatives.The benefits are not sufficiently understood and documented to support securing approval and funding to address these problems. Who the users are and what they need to do;This is a discovery piece and, therefore, there are no active users currently. The discovery piece and subsequent development of the business case will establish the users and the user need. Key skills and experience;Evidence of delivering similar discovery projects, in particular around shared/regional infrastructure / networks / platforms.Experience exploring existing costs (both tangible and non tangible), current issues and challenges, benefits and forming a compelling business case to secure approval and funding.Experience delivering Business Cases in GovernmentEvidence and examples of applying a cloud based consumption model to infrastructure.Proven and demonstrable experience of delivering development projects using an agile methodology.Proven and demonstrable knowledge of IT security standards and associated design considerations.Experience of Information Governance related issues within local authority, healthcare and police settings.Strong documentation, presentation and communication skillsProven and demonstrable knowledge of ISO accreditations for quality, security and business continuity.Adherence to appropriate cyber security standards and hold appropriate security qualification e.g. ISO27001.Understanding of Architectural approaches such as Service Oriented Architecture and approaches espoused in the Government Digital Service Manual.Evidence of delivering projects to public sector organisations with a particular focus on cross-organisational working in the regionDemonstrable experience of delivering integration between systems and ideally within a public sector environmentSupporting a Public Sector organisation through a procurement process
