As the Senior Project Manager for the Oxford to Cambridge Expressway, This role will be based within our highly successful Major Projects Directorate under our growing National Infrastructure Programme division which offers excellent career progression opportunities.

The Role:

Based in Bedford, successful candidate will manage and lead the planning and delivery of this high profile complex project, managing the performance of project teams, external contractors and consultants to ensure successful delivery of agreed project outcomes and acting in line with mandatory and delegated responsibilities. The post holder will maintain focus on the three imperatives of Health Safety and Wellbeing, Customer Service and Delivery.

The Project:

The first Road Investment Strategy (RIS 1) set a strategic vision for the continued development and improvement of the Strategic Road Network. To support this, it identified six strategic studies to help inform the development of RIS 2 (2020-2025). One of these is the Oxford to Cambridge Expressway Strategic Study. Its aim is to investigate the case for linking existing roads and creating an Oxford to Cambridge Expressway, which would create a high-quality east-west link between Oxford and Cambridge, via Bedford and Milton Keynes.

Within the study area, Oxford, Milton Keynes and Cambridge are three of the fastest growing, most innovative and productive functional economic areas in the UK with key strengths in the 'Knowledge Economy'. The strong economic performance of these urban areas is due in part to the excellent transport connectivity with London via well-established radial road and rail links. However, there is currently poor east-west connectivity, resulting in Oxford, Milton Keynes and Cambridge being better connected to London than each other. As a result the degree of interaction between these economies is restricted. Investment in strategic east-west transport connectivity could change this, potentially creating a single knowledge-intensive functional economic area to support the continued growth of the region. An Expressway could bring Knowledge-intensive firms closer together, creating larger labour and product markets, and boost technology and knowledge spill overs.

The case for the project to be developed has now been made and this project is now in stage 1 of highways England's 7 stage project delivery framework. We are now beginning the development of this scheme and are putting together a high performing team. This project is a once in a generation opportunity to enable growth in the local economy and presents a fantastic opportunity for the right candidate to develop their career with us in a high profile nationally significant infrastructure project. Day to Day:

* Develop and maintain strong collaborative relationships with the Project Director and other key internal and external stakeholders, to ensure full mutual understanding of the projects' strategic and delivery objective

* Ensure adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and Highways Englan

* Report on and review project performance, and to agree solutions that resolve complex issue

* Ensure full compliance with Highways England Portfolio, Programme and Project Management System (P3MS), clarifying roles and responsibilities within the project delivery team, creating high quality baseline management products, producing timely and accurate reports, and creating and maintaining specified record

* Lead the design of, agree and implement project plans, to ensure that all activities are appropriately organised to deliver project objectives, are appropriately resourced to deliver the required outcomes, and comply with P3MS and locally defined procedure

* Contribute to the development of robust business cases, to clarify business benefits, quantify resource requirements and identify project interdependencie

* Manage the contractor and consultant contracts, being the main point of contact into the client organisation within a collaborative environmen

* Manage, lead and motivate the Project management team to ensure effective performance is delivered and to support their personal developmen

About you:

* Proven track record of managing teams to successful development of complex, medium/high risk projects or high profile projects

* Proven track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.

* Proven track record of managing business and/or value management cases for new projects through company defined governance, review and approval gates

* Proven track record of managing and maintaining agreed project plans and detailed stage plans in conjunction with delivery partners

* Proven track record experience of managing the development of project plans and detailed stage plans in conjunction with delivery partners

* Proven strong evidence of commercial skills with proven ability to negotiate and manage contracts to deliver outcomes and drive value for money
