Job Description

* The support of the IT Project Management Office.

* To support the management and delivery of tasks and projects within the PMO utilising MS Project and MS Project Server

* To support complex programmes and projects by creating project schedules, utilising tools such as MS Project and PPM, taking in all customer requirements and available resources.

* Responsible for working closely with technical experts/project leads and project managers in creating and managing project schedules. Work closely with others in linking critical activities across multiple projects. Creating and having an holistic view across the portfolio and see the interdependencies in high level integrated master schedules.

Person Specification

* Data Management - Takes responsibility for the accessibility, retrievability and security of specific subsets of data. Assesses the integrity of data from multiple sources. Provides advice on the transformation of data/information from one format/medium to another, where appropriate. Maintains and implements information handling procedures. Enables the availability, integrity and searchability of information through the application of formal data structures and protection measures. Manipulates specific data from information services, to satisfy local or specific information

* Tools - Ensuring that appropriate methods and tools for the planning, development, testing, operation, management and maintenance of systems are adopted and used effectively throughout the organisation.

* Portfolio, programme and project support - Takes responsibility for the provision of support services to projects. Uses and recommends project control solutions for planning, scheduling and tracking projects. Sets up and provides detailed guidance on project management software, procedures, processes, tools and techniques. Supports programme or project control boards, project assurance teams and quality review meetings. Provides basic guidance on individual project proposals. May be involved in aspects of supporting a programme by providing a cross programme view on risk, change, quality, finance or configuration management.

* Project Management - Is familiar with the project development life-cycle and typical issues associated with the implementation of IT projects.

* Issue Resolution - Has a systematic, disciplined, and analytical approach to problem solving with demonstrable verbal and written communications skills. Has knowledge of the appropriate corporate data standards and of the appropriate professional and/or legal data standards.

Scheduling

* Manages requests for and the application of changes to base-lined requirements

* Tracks and updates personnel and projects progress and critical path on a daily basis.

* Resolves issues with project/programme structure, resourcing, timings, risks, funding and dependencies.

* Plans workload for multiple project management teams and de-conflicts resources

* Coordinates project schedules and recommends appropriate lead-lag times

* Checking progress against targets, reporting and escalating exceptions/issues as necessary and taking action to resolve exceptions.

* Contributes to program proposal preparation efforts

* Knowledge of best practice scheduling with experience of implementing across complex projects

Skills and qualification requirements

* PC literate in Microsoft Office suite

* Proficient in Excel (e.g. Vlookup, pivot tables/charts, data management, data validation)

* Proficient in MS Project/MS Project Server (e.g. Gantt, Reports, Resource Allocation's)

* Demonstrable competence gained in a planning/scheduling role

* Experience of working within a project delivery environment is essential

* Proactively seeks out information from the Project team and other stakeholders to inform the programme

* Provides detailed guidance on project management processes, procedures, tools and techniques

* Sets-up, supports and provides detailed guidance on project management software (MS Project 2016, MS Project Server)

* From supplied planning and actual data, uses spreadsheet and project management software to set up detailed work breakdown structures and project networks. Produces planned and updated project and summary reports, including cost breakdowns and summaries

* Maintains project performance metric data and estimating models. Reviews models and recommends changes.

* Demonstrable experience of large scale, complex programmes and portfolios, including the management of schedule, risk, cost and Earned Value Management (EVM)

* Proven ability to apply sound logic when translating information into a logical sequence of events, which require fully linked dependencies

* Proven ability to understand and work with a technical and multi skilled team

* Prior Project Management/Control experience

* SC cleared to be held and maintained

Desirable skills

* Ideally, a depth of experience will have been gained within IT incorporating at least projects in the public sector (including but not exclusive MoD Land, Sea and Air projects)

* Probably educated to bachelor degree level or holds a relevant professional qualification.

* Industry recognised qualification. i.e. Prince2 / AMP / PMP

* Demonstrable experience of full Lifecycle Project Management

* Understanding of resource management and recruitment
