My client a leading global broadcaster are looking for an experienced Programme Manager to work with the Group Platform function. Group Platform is a software engineering, delivery, and operations department formed by merging two existing departments together: one, the Content Platform has been operating as a set of product-centric delivery teams, and the Audience Platform has been operating as a major delivery programme which is ending.

The two have different cultures, working practices, engagement models, etc. but the new department needs a single Operating Model based on lean, agile software delivery practices - at scale. A Programme Manager is sought with experience transforming software development organisations.

The post requires:

* Enterprise-level scaling of agile software delivery methodologies, including design and estimation, development, testing, risk management, delivery management, and release management

* Deep knowledge of continuous delivery practices, and their impact in architectures comprised of legacy and modern technologies, with systems and products at all stages of their lifecycle

* Scaling an agile software portfolio management function designed to improve visibility and delivery predictability across a wide range of products, projects, and cross-team initiatives

* Development of a Target Operating Model which meets the needs of Group Platform, its users and key stakeholders, and which is flexible enough to accommodate future change

* Creating and executing a communication plan which supports all stages of the development of the Model, the org design, and process development

* Supporting the Director, and HR or other professional services partners to design and implement a new organisational design which delivers efficiencies (operational and financial)

* Defining roles and responsibilities within the "to be" org and model which allow the implementation to be completed by the BAU team, and for new models to be fully embedded in the department

The Programme Manager will be expected to perform any of the following tasks:

* Supervising work execution

* Providing resolution for problems

* Maintaining programme schedules

* Reporting on project status

* Managing project team

* Accounting for project cost, time and budget

* Seeking approval executive and senior managers

* Mitigating programme risks

You will have experience with complex business change in the technology sector, someone who is project and programme management tried and tested and has the experience of complex reorganisation within a technology function.
