Skills, knowledge, experience required

The consultant will hold a university degree in Telecommunication Engineering or equivalent secondary education supplemented by substantial experience within the Telecommunication field.

Essential qualifications:

* Three or more years of working experience in Optical Fibre cable and network installation and maintenance

* Proven experience in developing and maintaining top quality training for NATO Services in the SME Area.

* Knowledge of the basic activity to check the performance of the Optical Fibre Networks.

* Proven working experience in using different FO terminating techniques (3M HOT MELT, AMP LIGTH CRIMP, 3M CRIP LOCK).

* Proven knowledge of the use of test equipment required to perform FO Network troubleshooting.

* Knowledge of MM/SM fusion splices using level 5 machines.

* Experience with the training service requirements of multi-national civilian and military student

* Proven knowledge of the usage of the Optical Domain Reflectometer.

* Ability to transfer knowledge and skills for complex technology to military and civilian personnel in the English Language or in other language with the assistance on an interpreter;

* Strong communication skills and the ability to be concise in both written and verbal communications to successfully deliver technical training

Desirable qualifications:

* Proven flexibility and agility for keeping abreast with developments in the SME Area technologies in and NATO Policies& procedures

* Excellent flexibility and adaptability to complex training and culture environment

* Deployment experience in Afghanistan and experience of working in an international environment comprising both military and civilian elements.

Duties/role

The contractor shall support NCIA TB -SM-FO-DLOS Section with the following tasks:

* The contractor, under the direction of the NCI Agency reports to NCISS CTB and NCISS SM-FO-DLOS Individual Training Coordinator (FOITC).

* The contractor will deliver the Fibre Optical Cable training (including practical installations and testing) in English, however due to language issues he/she might be assisted by an interpreter during the classes.

* Under the guidance of the NCISS SITC will develop, maintain, and update the Fibre Optical Training Material in his / her SME area.

* Under the guidance of the FOTC, ensure the correct and updated procedures for the installation, termination, testing and troubleshooting are applied.

* In coordination with the FOTC, ensures efficiencies of courses by re-aligning the training delivery as resulted by the evaluation of the student's feedbacks.

* The contractor will provide update training to AFDSF personnel as tasked by the NCISS FOTC in the SME area as changes in the FO installation and testing procedures and or technological evolution indicate.

* Training will be mainly delivered at customer's facilities in Afghanistan

* The contractor will write a periodic report to NCISS TB and the course student list to NCISS TMO
