Proteus Europe is searching for a Dutch speaking Business Analyst to join a prestigious client based in Brussels, Belgium. This is a contract position with a duration of 8 Months.

The Ministry of the Flemish Community (MVG) was from January 1, 1983 to January 1, 2006 the official organization of the Government of Flanders, where the Flemish Government policy is implemented. The ministry was divided into departments were headed by a Secretary-General. The departments knew another subdivision in administrations. The administrations were led by a Director General.

Your New role :-

As part of the modernization of its program activities, Informatie Vlaanderen is looking for an experienced business analyst crossroads bank.vlaanderen. As a business analyst you are responsible for a correct translation of the business needs for clear functional and non-functional requirements for the IT development teams. The various existing or new components of Kruispuntbank.vlaanderen often depart from their own architecture. Within the program, these must evolve into one integrated architecture at the level of the Flemish Government.

Information Flanders has the mission to develop a coherent government-wide information policy and to support and contribute to the transition of the Flemish government to an information-driven government. Kruispuntbank.Vlaanderen is the new, integrated data sharing platform of the Flemish government that builds on the strengths of the existing MAGDA (https://overheid.vlaanderen.be/producten-diensten/gegevensdelingsplatform-magda)and GDI data sharing platforms ( https://overheid.vlaanderen.be/producten-diensten/webdiensten) The platform fulfills 3 basic functions:

- First, the data must be easily accessible to those parties that have permission to use them.

- Secondly, the integrity of the data must be assured. No third party may have the possibility to make changes during the transport of data.

- Third, the data must remain confidential and secure during the data sharing process. The data may not be intercepted or read by non-authorized parties or systems.

Kruispuntbank.vlaanderen makes life easier for the government, entrepreneur and citizen. For example, information about the birth of a child flows smoothly to Kind en Gezin that can immediately offer the growth package to the parents. A change of address easily finds its way over government levels, so that a citizen no longer has to crawl in order to pass on his new address to everyone who is concerned. Because smarter web services mean lower integration costs for our partners, additional easy-to-integrate business domain web services are being developed that are offered via this API platform. Interested parties of Kruispuntbank.Vlaanderen are not only government agencies at local, regional and federal levels, but primarily the citizen and entrepreneur: they can enjoy the benefits of better functioning governments in Flanders and enjoy the extra time they get because they no longer have to fill in cumbersome and redundant forms. The government does not ask what they already know. And that makes a difference.

Main responsibilities:

- Organizing and facilitating substantive stakeholder management that addresses the needs and expectations of a wide variety of actors (local authorities, various target groups within the Flemish government s.l., project teams, steering committee and program).

- Facilitating the vision development in collaboration with business and IT, including the bridging function in between

- Analysis and translation of the business needs into clear functional (user stories) and non-functional requirements; clarifying these requirements to SCRUM development team (s)

- Forming a pro-active tandem with the program manager by adequately sharing substantive directions and insights, building and sharing the stakeholders network, prioritizing the requirements with a view to realizing the long-term objectives.

- Transferring the necessary knowledge, experience and good practices to employees of the Flanders Information Agency.

Sample tasks:

- Organize the development process in collaboration with program manager, product owner (s) and scrum team (s):

- Transform the requirements into backlog items

- Registration and management of the requirements on the product backlog

- Substantive / practical preparation and processing of grooming, planning and review meetings

- Validation, cataloging and prioritization of bugs

- Organize preparatory consultations with the product owner (s) in function of tasks, stories, epics to be performed.

- Guiding acceptance tests

- Guiding the implementation of the validated IT solution

- Drawing up To Be architectural models from different perspectives (process, information, application, ...) to an analytical level

- Signing of To Be processes

- Performing To Be information analyzes.

Your Skills and Qualifications :-

Essential Skills :-

- Perfect oral and written command of Dutch

- Demonstrable experience with conducting business / functional analyzes from the following perspectives: vision and business rules, stakeholders, processes, information, requirements (business / functional), SWOT, impact business / IT, development preference

- Demonstrable experience with practical methods for planning, organizing and facilitating co-creative workshops with stakeholders and users in an AGILE context: inventory and analysis of needs / requirements, impact mapping

- Demonstrable experience with the co-creation of business / functional analyzes in a team in an AGILE / SCRUM environment

- Proven experience with: following (data) modeling techniques: Archimate, BPMN, UML

- Demonstrable experience with UML diagrams: use case, activity, sequence and class

- Proven experience with EA Sparx, MS Visio and TFS online tools (AGILE project management)

- Demonstrable experience with and knowledge about the functioning of the Flemish Government is a plus.
