Head of Procurement

Our client seeks a Head of Procurement to lead operational and strategic procurement, and manage and develop all 3rd party relationships and agreements.

Principal Duties and Responsibilities

Lead and manage a team of two (operative & specialist) to provide service to the business as follows:

- Design and implement a procurement strategy with a framework that will drive through cost reduction and value creation across all third party spend (£35m)

- Directing the continuous improvement of procurement and supply chain processes in accordance with changing organisational needs and market -

conditions

- Ensuring compliance with relevant regulations, standards and policies, and implementing solutions which are based on best practice guidance

- Provide strategic direction for the group to best service the CFO and all internal stakeholders

- Policy, Procedure & Process (PPP) design/refinement and implementation for procurement

- Deploy PPP and associated tools (ERP) to all business users as appropriate and/or required

- Maximise ‘value for money’ in all spend areas

- Lead category management activities

- Streamline internal process to best practice standards and eliminate process waste

- Lead all major supplier/partner commercial and contract negotiations

- Proactively engage in budget planning as part of cross functional teams

- Enable budget owners across the business to maximize the value they receive from suppliers to meet their objectives

- Report to stakeholders on status of initiatives, projects, contracts and tenders in process

- Maintain and improve standardised tendering processes and procedures including templates and matrices

- Lead and/or participate in cross functional teams to assist in planning and specifying requirements

- Collate and establish defined requirements into an RFI/RFQ/RFP adding commercial and specific T&Cs

- Coordinate evaluation of responses to RFI/RFQ/RFP and Negotiate with suppliers and partners as required

- Draft and finalise contracts

- Award contract following agreement with cross functional teams, whilst maintaining central contracts data base and approved supplier register

- Manage the ongoing relationship with suppliers (SRM), including lifecycle management

Knowledge, Skills and Abilities:

- 10-15 years purchasing environment management experience preferably in Telecoms or IT

- Industry recognised qualifications and/or relevant Business Degree

- Technically proficient in procurement management and the relevant systems therein

- Demonstrable proficiency in telecoms related procurement or similar, particularly technical

- Excellent negotiation and strong influencing skills

- Ability to concisely clarify information of a complex nature

- High level of tact and diplomacy when dealing with stakeholders, particularly at a senior level

- Ability to offer technical assistance to members of the team

- Excellent people management skills

- Excellent knowledge of contracts & contract law

- Analytical

- Process orientated

- Process optimisation

- Ability to participate and lead cross functional teams

- Good facilitator
