Proteus Europe is searching for a Dutch speaking Project Manager (Smart grants) to join a prestigious client located in Brussels, Belgium. This is a contract position with a duration 1 year.

Our Client :-

The Ministry of the Flemish Community (MVG) was from January 1, 1983 to January 1, 2006 the official organization of the Government of Flanders, where the Flemish Government policy is implemented. The ministry was divided into departments were headed by a Secretary-General. The departments knew another subdivision in administrations. The administrations were led by a Director General.

Your New role :-

Flanders is looking for an experienced project manager, specifically for the Automatic File Handling track, as part of the Flanders Radical Digital Breakthrough project Smart Grants. Within an AGILE project operation, the project manager saves the overview and monitors the connection between the activities within the Automatic dossier handling project and the results to be delivered in the short and longer term for Smart Grants

The digital maturity of the entities within the Flemish government in the field of file handling for subsidies is very diverse. The question is whether, in the case of many grants, a classic case handling is necessary at all. We want to make file handling as invisible as possible. Through the automation of (a part of) the process, more can be applied to the quality of the service. The handling of subsidy applications is more efficient, which means that a smaller error margin can be obtained and that more time can be spent on more difficult dossiers, more extensive arguments or better support for grant applicants.

- Type 1- grants are best suited to automatic file handling. These are grants that are provided on the basis of already delivered services or on the basis of a right, in which only measurable, parameterisable criteria are used. In this type of subsidy, therefore, no qualitative interpretation must be made by the administration during the assessment. Examples of criteria are that the income may not exceed a certain limit, the place of residence of the applicant, the size of a company, etc. On the basis of available and / or supplied data, an automatic treatment takes place whereby the data are compared with the necessary criteria, after which the calculation module makes a proposal for decision. This also offers opportunities for the more complex subsidies; each subsidy usually has a set of parametrisable criteria, for example in the admissibility check.

The automatic treatment is set up by a calculation module which, among other things, provides an assessment of a (part of the) subsidy application on the basis of data that is made accessible via MAGDA² and thus fits the MAGDA vision on Smart Services.

Main responsibilities:

- Organize and facilitate consultation with various stakeholders, taking into account different actors

- Actively promote the project and explain it to the various stakeholders, so that sufficient support is created to achieve the project objectives.

- Clarifying standpoints and bringing visions closer together in consultation, so that a common vision is created and decisions are triggered.

- To be able to challenge technical solution proposals and to let the technical project employees reach a consensus.

- Ensuring a smooth project development within the AGILE operation, you take on the role of Scrum Master,

- You ensure that sprint preparation takes place sufficiently and timely and according to the AGILE approach: sprint planning, backlog refinement and retrospective

- You feel responsible for the proper functioning of the people within the team and the results of the team

- You create the right environment for the team (people, tools, place, alineëring ...)

- You coach the team (all roles in the team): feedback, kaizen, continuous improvement, eliminating waste, increasing the value

- You are the facilitator for a permanent evolution of the workings in his / her team with a focus on continuous improvement

- You coordinate the technical deployments and releases of the code base on the various environments

- Preparing and following sprint plans Setting up an appropriate project structure, in close consultation with the relevant product owners

- Appropriate written and oral reports on the assignment to the relevant stakeholders (including the other project working groups and the steering committee of the civil counter)

- Ensure that all participants in the project (both internal and external participants) have the necessary information on time

- Form a proactive tandem together with the product owner (s) by adequately sharing substantive visions and insights, building the stakeholders network, letting the project approach evolve and achieving the long-term objectives.

- Transferring the necessary knowledge, experience and good practices to employees of the Information Flanders agency and the partner organizations.

Sample tasks

- Organizing preparatory consultations with the product owner (s) / project team (s) instead of perform tasks.

- Setting up and maintaining a project structure within which the team can function optimally.

- Optimizing teamwork and organization instead the changing needs.

- Organizing stakeholder consultation (sounding board groups, bilateral, ...) in various phases of the project.

- Management of scope, milestones, timing, budget, resources, risks and information.

- Support communication and planning.

- Mediate if the project was to stop because of organizational or technical reasons.

Deliverables:

- Qualitative software with business value

- Frequent releases of the products of the team

- Sprint plans

- Burndown sheets and sprint reporting according to format used within the program

- Continual updating of the Product backlog in consultation with the project manager and the product owner

- Agendas and reports project consultation, workshops, ...

- Reports for the main stakeholders on the progress of the project.

Note: Interviews will be held in the week of 8 January.

Your Skills and Qualifications :-

Essential Skills :-

- Multi-project management (including business / IT change management) with many internal and external stakeholders at different levels

- Managing IT technical projects: software development, release management

- To inventory, structure and aggregate detailed information in an appropriate format and level for management and reporting

- Organizing and facilitating an AGILE / SCRUM work environment

- Experience with and knowledge about the operation of the Flemish government and MAGDA is a plus.
