About the role

Coffey is looking for an IT Application Support Consultant to provide support for a smartphone-based data collection system on two DFID-funded monitoring and evaluation (M&E) programmes in Afghanistan and Ethiopia.

This role will provide IT support to large scale surveys conducted across Ethiopia and Afghanistan by field teams of enumerators supervised by counterpart government agencies in these respective countries.

Scope of work

Coffey has established a smartphone-based data collection system, COSMOS, through which enumerators collect data in project locations across all programme provinces (including GPS tagged photographs). All collected data, including photographs, is stored on a Microsoft Azure-based portal, which uses Google’s mapping technology to visualise data in real time as it’s synchronised from the field. Every single piece of data is automatically tagged with geographical identification metadata including GPS co-ordinates, date/time, speed, course, altitude and accuracy using the mobile devices’ built-in GPS hardware.

An IT Application Support Consultant is required to manage the deployment of COSMOS and troubleshoot technical issues that enumerators experience during the fieldwork process. In Ethiopia, this will be a non-recurring survey anticipated to take place over two months in late 2017. In Afghanistan, this will be a monthly recurring survey. As IT Application Support Consultant, you will be expected to:

Be the lead focal point for all COSMOS application support, integration and interfaces before, during and after fieldwork

Monitor application performance and highlight areas of concern, implement improvements and produce relevant reports when required

Provide helpdesk technical and functional support for COSMOS as an ‘ops centre’ to field teams during fieldwork

Conduct user training workshops as necessary and monitor their effectiveness

Validate features and fixes from the development teams for both quality and functionality before those changes are implemented

Comply with all required IT security rules and regulations

Limited travel to Addis Ababa or Kabul may be required.

About you

University degree in Computer Science or related discipline

Minimum of 5 years’ experience as an IT Application Support consultant

High-level knowledge of IT application support, compliance and ownership

Ability to quickly learn and retain information on the technical operation of mobile applications

Proven track record in incident and problem management

Ability to troubleshoot deployment related issues and work with the development team to resolve any issues

Strong facilitation capabilities - able to lead training workshops to successful completion

Advanced knowledge of Microsoft Excel and Azure

Good understanding of advanced skip logic and scripting of surveys

Good verbal and written communication skills in English

Excellent analytical capabilities - able to identify the key points from complicated details

Ability to work in a multinational, multicultural environment
