The EIB, the European Union’s bank, is seeking to recruit for its Projects Directorate (PJ) - Mobility Department (MOBILITY) - based in its external offices inside the EU or in its Headquarters in Luxembourg:

Smart Transport specialist(s)

This is a full time position at grade 5/6

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Background

PJ provides advice and independent opinions to the EIB’s decision makers on the quality and risks of investment projects. It plays an important role in advising promoters on the development and implementation of projects either directly or through external consultants. PJ is also involved in policy formulation for the EIB to respond to EU policies.

Purpose

The Smart Transport specialist will provide technical assistance to promoters with a view to deliver technically sound and bankable investment projects. Requests for this technical assistance may be originated from the European Investment European Investment Advisory Hub (EIAH).

He / she will also assess, within multi-disciplinary teams, the technical viability and environmental sustainability of projects in accordance with the EIB's procedures. Upon approval of these projects, s/he will also have an active role in the technical monitoring of the project until its completion.

Operating network

The successful candidate will be part of the Mobility Department and will report to the respective Head of Division. This Department / Division focuses on supporting investments in the transport sectors.

The position may be located at the EIB Headquarters in Luxembourg or in one of the EIB offices inside EU, in particular in Eastern Europe. Final decision on the location of any positon will take into account the business needs as well as personal preferences of candidates.

Accountabilities

The Smart Transport specialist will support potential promoters in setting up projects related to the digitalisation of the transport sector by providing advice on the full range of implementation and operational aspects, while also being involved in project appraisals when necessary.

A strong sector expertise in the following areas is sought:

- Digital Transport services and/or solutions and all systems included hereunder (eg., Telecommunication, IT architecture, cloud architecture, big data and data analytics).

- EU transport initiatives such as SESAR, ERTMS, ITS, RIS or VTMIS

- Cooperative Transport

- Innovative IT based mobility services

- Governance of the above

The candidate will focus on the following tasks:

- Deliver technical advisory services in support of projects and investments, as well as capacity building and horizontal matters (e.g. institutional frameworks, methodologies, good practice guides).

- Provide high quality project development support throughout all stages of the project cycle (from pre-feasibility to financing) in order to qualify for the Bank´s financing. Provide upstream or policy advice on market studies, sector strategies, and project screening when necessary.

- Prepare technical specifications for the procurement of consultants and supervise the intermediate and final deliverables of those consultants in the context of project development and implementation support.

- Carry out well focused market gap analysis for technical advisory services for scaling up investment and EIB financing in Smart Transport projects.

- Provide technical inputs to the reporting and monitoring on the achievements of the technical assistance delivered and to the preparation of the annual work programme of the EIAH.

- Ensure techno-economic assessment and monitoring, within multidisciplinary teams of investment projects and programmes in the relevant sectors, including compliance with EU and Bank's environmental, social and procurement policies, to the required quality standards.

- Track the evolution of the sector, including active representation at selected sectorial events, and liaise closely with EU institutions and international organizations on relevant Transport policy/sector questions.

- In the context of the assignments indicated above cooperate closely with the EIAH, other advisory facilities or the Lending Directorate depending on the type and source of the technical assistance.

Qualifications

- University degree in engineering or economics in relevant fields for the type of projects concerned in this post.

- A post-graduate degree at Master’s level or equivalent would be an advantage and a multidisciplinary background an asset.

- Minimum of 8 years of professional experience in the IT or Telecom sector applied to transport and mobility, ideally covering experience in the economic and financial assessment of Digital Transport projects

- Experience should ideally cover the technical, environmental, economic and financial evaluation of smart transport projects through the feasibility, design, development and supervision phases of projects and including some management and operational practice; it should also cover risk analysis as well as market and sector studies and good knowledge of relevant EU policies.

- Professional experience in providing advisory services gained with a consultancy, corporate, research institute or financial institution will be an asset.

- Excellent knowledge of English and French (*). (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
