The Foreign, Commonwealth and Development Office are seeking an Oracle ERP (Hera) Digital Service Owner on a permanent basis.
The FCDO's enduring purpose as a department is "to lead the Government's diplomatic, development and consular work around the world". We employ around 17,000 staff in our diplomatic and development offices worldwide, including in 281 embassies and high commissions abroad. Our UK-based staff work in King Charles Street in London, Abercrombie House in East Kilbride, and in Milton Keynes.
This role reports to the Chief Digital and Information Officer (CDIO) and will be a member of the Information and Digital Directorate (IDD) senior leadership team, supporting the CDIO with the collective leadership of the Directorate. This is an SCS1 grade post.
As Hera Digital Service Owner, you will co-ordinate and oversee operational service delivery and lead the continual improvement of Hera, the Oracle ERP solution for the Foreign Commonwealth and Development Office and international shared service partners.
You will be responsible for leading change and overseeing the transition from the current delivery programme and then be accountable for the overall quality and operation of the integrated cloud-based software as a Service Finance and HR system (Hera) as well as the continuous integration and management of the supply chain of delivery partners to configure, test and deploy ongoing releases and changes to the solution. Critical to the success of the role will be the ability to manage a range of external service providers and work closely with internal customers including finance and HR product owners, facilitating successful strategic partnering with all key parties.
The Hera Digital Service has c.50 staff with a mixture of civil servants and specialist contractors. You will also oversee the contracts and relationships with key suppliers, Capgemini and Oracle.
In this post, you will:
Provide strong, visible and inclusive leadership of the Hera Digital Service team and establish close working relationships with product and process owners in client departments;
Work closely with the programme manager and programme workstream leads and product owners in HR and Finance to transition operational run and continual improvement activity to the Hera product and digital service;
Work with commercial partners to manage the range of third-party suppliers on which successful delivery is dependent. Work to ensure commercial arrangements are in place to deliver value for money, cost effective and high-quality digital services including continual improvements linked with business needs in collaboration with HR and Finance product owners;
Contribute to the cross-government agenda in relation to the government shared services strategy. The role will be expected to build strong links with cross-government design authority and executives from other departmental programmes to manage any contentions and share best practice/influence the agenda of all parties;
Establishing governance processes to ensure the organisation meets information, security and data requirements.
Applicants should demonstrate their skills and experience against the following essential criteria in your CV and statement of suitability:
An experienced technology leader and problem-solving change manager with a collaborative, results driven approach, who can set clear strategic direction to lead and inspire a focused team through a period of significant upheaval and challenge to deliver long-term benefits.
A proven track record in large-scale digital project and programme management, operating with technical experience and commercial nous to ensure services meet expectations of speed, ease of use and accessibility.
High levels of personal drive and an interest and passion for innovation and delivering results through new and more efficient ways of working, underpinned by a familiarity with secure IT services.
Experience operating at the senior level, equivalent to Board, across and outside an organisation of scale, with the ability to communicate with clarity and enthusiasm and collaborate and build effective load bearing relationships.
Experience of leading, directing and managing large, geographically dispersed teams in a complex organisation; identifying capability gaps and putting measures in place to address them with the ability and gravitas to confidently challenge and influence decision making, structures and processes to be effective in reaching desired outcomes.

This role is available from FCDO's London or East Kilbride offices. It may be possible to be based in our Hanslope Park (Milton Keynes) location and this can be discussed at interview.
