The key purpose of the Interim Head of Transition and Exit is to create and execute a comprehensive transition and exit management plan for the major CRM Transformation and Finance Transformation Programmes which are scheduled to complete on or around the end of March 2024. Working with colleagues in the Programme, Business Change and other key functions such as Technology, Commercial, Finance, Training, HR, Operations etc., the plan should identify all specific steps that are required to make for a successful transition out of the Programmes into business as usual ways of working.

The role will include reviews and discussions with third party organisations along with the relevant internal functional representative in terms of existing contract closures, new contracts if required and reviews and close down of contracts with design or delivery partners of the Programme. The role will require speaking to all corporate functional heads to capture areas of concern and/or requirements directly relevant to the transition and closure of the Programme bringing them forward to discuss and agree whether appropriate to include in the transition and exit plan.

The role will also require arrangements to be agreed and in place for ongoing monitoring of the transformation models and ways of working and its ongoing costs and benefits and adherence to the approved business cases. The responsibilities of the role exclude Business Change activity to allow for go live readiness of the Programmes although working with a wide group of colleagues on the transition will be required to allow for close out of the Programmes.

The role has no direct reports as it is assumed the role will work with colleagues in the Programme and Heads of Function in executing the role and it's responsibilities.

Key Responsibilities:

- Creation of the transition and exit plan to include, but not limited to:

o Review of the business cases and what transition and exit arrangements need to be in place to ensure the outcomes and benefits of the business cases are achieved

o Efficient people transfer plans back to their home function for individuals seconded into the Programmes in line with the approved resourcing plan and the communication plans between teams and any re-training to support individuals returning to their teams

o Contract considerations both exiting any existing contracts, growing existing contracts e.g. technical support to meet the new needs of the Programme or entering into new contracts

o Knowledge transfer plans ensuring all knowledge and information including information held with third party design, delivery and training partners and contingent labour resources are appropriately documented and transferred to the relevant department and team with key documents in an agreed document depository

o Following completion of the plan identify any exit and transition costs that are not identified in the business case or in year budget

- Working with relevant colleagues agree the prioritisation of the transition and exit plan and execute the transition and exit plan

- Gain the necessary support and effectively influence the organisation to successfully implement the transition plan and embed the ongoing arrangements

- Working with key heads of functions identify any capacity and capability gaps to achieve a safe transition and ongoing business as usual ways of working

- Attend relevant Committee, Board and Department/Team meetings as required

- Provide authoritative input to the monthly Project and Programme Boards to identify issues and concerns requiring further assurance

- Provide visible leadership, direction and guidance in relation to executing the transition


Company/Industry Knowledge:

- Extensive recent and relevant functional leadership experience in large scale project and programme assurance across people, process and technology

- Working knowledge and experience of various contracting methodologies

- Full project lifecycle experience from tender phase through feasibility/discovery through execution, pre-commissioning, commission to handover and to close out

- Extensive knowledge on the effective working of a PMO function


- Ideally a bachelor's degree in project management or assurance related course

- A minimum of 10 years in a Project leadership position with experience of Waterfall and Agile project methodologies

- Conversant with the PMI or APM framework and qualified to Chartered Project Professional (ChPP) or equivalent OR conversant with an appropriate qualification linked to transitional arrangements


- Planning and execution, stakeholder management, negotiation and contracting, interpersonal and communication, programme management
