The Opportunity
This is a Human Resources opportunity in a place like no other. Join the Parliamentary Digital Service's and you will make an impact at the heart of UK democracy. You'll bring your HR expertise to a far-reaching digital transformation programme that will change the way the UK Parliament operates.
We are looking for two HR Change and Implementation Managers. You'll take the lead on the people aspects of this change - either delivering and embedding processes around a new digital skills and capability framework or supporting the Digital Service with any impacts that come with future organisational design changes. Whichever role you take on, you'll be supporting professionals in leadership, line management and trade union roles, and helping colleagues with career progression, skill development and recruitment.
You'll be a key player working closely with an ambitious, multi-disciplinary team, bringing further efficiency and innovation to the lives of Members, Members' staff and House staff. Providing superb customer service and capable of operating at a strategic level, you'll provide highly proactive strategic and internal consultant advice. But your impact won't stop there. You'll also:
advise leaders in the Digital Service on planning and supporting the people aspects of implementing organisational changes
help teams to understand our new skills and capabilities and pay frameworks and how to position roles and assess capabilities against them
work with managers to assess capability levels within their teams, ensuring consistency in the assessment process
work to match new roles onto relevant framework, ensuring consistency when recruiting to digital roles
lead on creating and delivering a quality assurance process for the assessment of skills
work collaboratively with reward colleagues to ensure digital reward elements are consistent with policies
develop key internal and external networks to enable best practices, and keep up to date with any Parliamentary changes
help teams to develop communities of practice and user groups to support future updates to the skills and capability framework
contribute to Parliamentary wide groups, working parties and projects across the full spectrum of our people activities
What You Need
If you've got an HR professional qualification (min MCIPD) or equivalent experience and have a record of successfully supporting the effective delivery of a substantial change programme across a diverse employee group, then we want to hear from you. You should also have:
demonstrable experience of building strong working relationships with stakeholders, including Trade Unions, across a complex organisational landscape
the ability to challenge constructively and confidently in the face of opposition, and lead Trade Union engagement
the skills to manage, plan and deliver your own work and that of others to meet programme deadlines and deliverables, accommodating and adapting to changing circumstances
the ability to communicate with impact, make complex things clear to a wide range of different audiences, vary your communication style and channels appropriately, and gain buy-in
the skills to work effectively as part of a multi-disciplinary team, actively promote and role model positive behaviours, and promote inclusion and diversity
the ability to pass security clearance, backed by the right to work in the UK
About The Team
You'll be working in a matrix managed environment, delivering work as part of a multi-disciplinary team in the Digital Operating Model strand of our Transforming Digital Programme team. You'll be reporting into and collaborating closely with the Parliamentary Digital Service's HR Team who look after all aspects of the employee lifecycle for colleagues in the Digital Service. You'll also have the opportunity to work across several other teams in the Digital Service and Parliament as we deliver successful people change across our whole organisation.
