Salary: £50,466 - £60,330 (National Framework) or £55,484 - £65,348 (London Framework - if you are London office based or homebased and live within the boundary of the M25) - There is also an additional homeworking allowance of £514 per annum for those working from home. If you have experience of delivery of IT programmes, projects and products in a public cloud platform architecture environment such as Microsoft Power Platform, Dynamics 365 or similar, and experience leading on the delivery of complex, high-risk IT products and services - this could be the role for you. What you will bring... The role would ideally suit an individual with experience of delivery of IT programmes, projects and products in a public cloud platform architecture environment, ideally Microsoft Power Platform, D365 or similar. The successful candidate will be a highly motivated and experienced individual with strong experience of both agile and waterfall delivery methodologies. Accountabilities: A senior delivery manager is accountable for effective delivery of complex, high-risk IT products and services. Responsible for managing a multidisciplinary team to adopt appropriate agile frameworks/methodologies and tools to deliver complex, high risk or sensitive products and iteratively improve them through several delivery cycles. Responsible for the management of a portfolio of deliveries providing leadership and governance to assure on time, on budget, on quality outcomes, working in conjunction with business change teams. Have line management responsibility for Delivery Managers, managing, developing, supporting and coaching a service delivery team to ensure agreed deliverables are achieved. They protect the teams and make sure the teams collaborate, communicate and focus on what is most important and coach team members and others. Responsible for facilitating continuous improvement and ensuring that CQC applies the most appropriate agile and lean tools and techniques for their environment. Engage with senior stakeholders and users to ensure they are clear on the timeline for delivery.
Working with the commercial team to manage commercial partnerships with third party suppliers and external organisations. Introduce and implement new ways of working across the Technology team and other areas of CQC in relation to agile delivery. Able to mediate and mend relationships, communicating with stakeholders at all levels. Able to manage stakeholders' expectations and facilitate discussions across high risk and complexity or under constrained timescales. Able to speak and represent the community to large audiences inside and outside of government. Provide leadership of delivery relationships via outsourced delivery partnerships and internal development teams. Able to optimise the delivery flow of teams. Able to actively address the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists. Able to identify innovative ways to unblock issues. Able to identify and challenge organisational processes of increasing complexity and those processes that are unnecessarily complicated. Able to add value and can coach the organisation to inspect and adapt processes. Guides teams through the implementation of a new process. Able to lead a continual planning process in a very complex environment. Able to plan beyond product delivery. Able to identify dependencies in plans across services and coordinate delivery. Coaches other teams as the central point of expertise. Able to identify problems or issues in the team dynamic and rectify them. Able to pull out issues through Agile health-checks with the team and provoke the right responses. Able to engage in varying types of feedback choosing the right type at the appropriate time and ensuring the discussion and decision sticks. Able to accelerate the team development cycle. Ensure products meet the Digital Service Standard and applies principles that help to maximise value and ensure a good user experience. Lead and contribute to the development of CQC as an agile service design centre of excellence.
Play an active role in the government delivery manager community sharing your learning and celebrating progress made by other people and teams. Contribute to the annual digital programme and roadmap of digital priorities that support development of new digital features. Manage stakeholders through the whole lifecycle of each product from gathering requirements, checking deliverables against business objectives and CQC strategy, presenting ideas and progress at delivery meetings, managing expectations and promoting new digital features. Responsible for timely delivery of products across your teams. Have the appropriate knowledge, skills and experience to actively promote diversity and equality of opportunity, treat everyone with dignity and respect and avoid discrimination and act in accordance with CQC Values & Behaviours. Essential Skills and Experience: Strong experience of agile and waterfall delivery of programmes, projects and products in a public cloud platform architecture environment, ideally Microsoft Power Platform, D365 or similar. Experience of delivery management with a passion for evolving great digital products by leading multi-disciplinary teams. Excellent communication skills and engage senior stakeholders. Experience of managing the delivery of complex and/or high-risk products. Experience of managing, leading and developing a team, including matrix-management. Ability to allocate team resources, both people and financial. Experience of developing a delivery management function is desirable. Experience of designing digital services for high profile consumer and niche audiences and commitment to creating excellent user experiences. Ability to set, monitor and report measurable team performance targets. Experience of multiple delivery management frameworks including a range of agile delivery techniques and tools. Experience of Quality Improvement methodologies. Ability to produce and present reports (both written and verbal) to all levels of the organisation. Experience of communicating and presenting to senior management and expert users. Educated to degree or equivalent qualification level, or ability to demonstrate appropriate work-based experience. Experience of the context within which CQC operates is desirable. Note for external candidates:
