The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate - Group Digital Office (GCS-GDO) - Data & Information Solutions Department (DIS) - Content Management Solutions Division (CMS) - Intranet & Governing Bodies Portals Unit (IPS), at its headquarters in Luxembourg a Head of Intranet Unit*. This is a full time position at grade 5/6.

Purpose

In this role you will manage a team and drive the design, implementation and maintenance of the Intranet and Governing Bodies Portals applications in the context of digital workplace in order to ensure alignment with business needs and with the overall functional and technical strategy, enabling efficient communication and information exchanges.

Operating Network

The unit delivers and maintains web based solutions to facilitate bank-wide communication and transversal access to information, like the Intranet, to support key decision-making processes based on information exchanges, like the Governing Bodies Portals, or to support internal and external file sharing capabilities.

In this position, you would report directly to the Head of Division.

Accountabilities

Lead and guide your team and supervise overall operation of IT processes in own domain

Manage the Intranet and the Governing Bodies Portals services with regard to the short, medium and long term, to ensure an optimal match between the overall strategy and policies

Coach and support your team to improve their capabilities and increase the efficiency and quality of the work activities

Take end-to-end responsibility for the design, evolution and maintenance of the Intranet and Governing Bodies Portals

Maintain and communicate on the solution roadmap and architecture vision

Coordinate and supervise key external parties to ensure the proper delivery of expected solutions to internal business customers

Ensure high quality specialised advice in the web content management area in the digitalisation of the Bank; be actively involved in new digital workplace projects

Qualifications

University degree preferably in Engineering, Information Technology or Information Management

At least 5 years' relevant IT professional experience, particularly in the management, design, development and implementation of Intranet and/or web content systems

Ability to manage or coach teams, ideally in multicultural environment or international organisations

Solid experience managing the IT lifecycle of web content systems, portals or corporate intranets, preferably based on Drupal and/or Interact Software

Knowledge of UI/UX, User Centric Design (UCD) and information architecture principles

Knowledge of project management principles, methods and practices, agile methodology and ITIL

Strong customer orientation and ability to identify win-win solutions from both business process and technical point of view

Good knowledge of service contracts, including procurement issues

Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

The term of this contract is 4 years.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
