The CMA works to promote competition for the benefit of consumers across all sectors of the UK economy. In an increasingly digitalised world, the markets we regulate are rapidly evolving. To that end we are recruiting for our growing capability - the Data and Technology Insights Team (DTI) - to provide expert insight and analysis on technology across the CMA. The DTI teams sits within the Data, Technology and Analytics (DaTA) unit, a multidisciplinary team of 50 people that brings together data scientists, data engineers, data forensics experts, technologists, technology policy experts, and behavioural scientists. The DaTA unit uses a wide range of data engineering and machine learning techniques alongside providing advice on a diverse range of data and technology areas and issues.

The Senior Data & Technology Insight Adviser will keep abreast of new developments in the use of data and technology that affect consumers and competition and use this expertise to take a leading role in providing advice on technology focussed cases and projects across the CMA. This includes contributing to the work of the Digital Regulation Cooperation Forum (DRCF) for the DaTA unit and the CMA. The DRCF has just come to the end of its first year of operation, working in areas including algorithmic processing, digital advertising, and horizon scanning. Work is currently being scoped for the second year of operation, and the DaTA unit will continue to contribute significantly to the algorithmic processing workstream.

You will also work on key digital and technology focussed antitrust or mergers cases or market studies, such as the recent Google Privacy Sandbox case or our mobile ecosystems market study. This might also include helping the CMA continue work to set up the new Digital Markets Unit (DMU). The Unit, developed to oversee a new regulatory regime for the most powerful digital firms, is housed in the CMA and undertakes major work to ensure digital markets work well.

The work is varied, highly stimulating and high profile. In the longer term you may have the opportunity to help develop and deliver impactful external events such as panel events, hackathons and unconferences that will help shape our understanding of the key issues and opportunities facing data and technology markets, and the actions that regulators might take to solve the problem e.g. the DaTA unit work on algorithms. 

The role requires experience in synthesising and communicating complex information and research about technical subjects, combined with an active interest in digital markets demonstrated through continuous professional development.  A good grasp of one or more technologies including AI / ML, Cloud infrastructure, gene editing, automation and robotics, quantum computing etc.  is also required, alongside the ability to build strong relationships with multiple internal and external stakeholders.
