We have a brand-new role for a Design and Development Manager to sit on the Digital and Data management team, within the West Midlands Combined Authority.
We need someone who can bring the organisation forward, using new technology to enhance the business. You will be a creative and forward-thinking individual who wants to step up your management experience and develop your current skills.
You will have extensive experience within design and development and have a technical background in order to manage and assist your team with their day-to-day roles. The main projects you will be involved with are the CRM system, integrated back-office software and website development.
The Design and Development Manager will be responsible for leading and developing the management and delivery of creative design, UX/UI design solutions and software development of Digital and Data systems and solutions, for the WMCA and Partners
What will you be doing?
Lead and develop the Development and Design teams, scheduling and overseeing their work, performance, capability and delivery
Determine and develop the software development methodology
Work with all areas of the West Midlands Combined Authority to advise clients on system development and design issues
Advise on provision of new systems and evaluate the cost/benefit of such new systems and developments
Oversee interaction design, content design and service design delivery team functions
Work closely with suppliers and contractors on complex and critical issues and negotiate and resolve both operational and development issues
Translate client requirements into detailed work programmes through highly specified project briefs, specific proposals for solutions development, modifications or replacement systems, testing schedules and user manuals
Assist in searching, tendering and selecting suppliers
Oversee the implementation of new systems, in accordance to the project plan and timescales and to facilitate or provide training to users of a new process or system
Provide analysis, design, development and testing using modern high-level languages e.g. C#, web development and Object Orientated Development when resource levels require it
Public face of the Transport for West Midlands API, listening to customer requirements and working with external developers to help them produce systems and apps using our data
Procure and manage work commissioned from external suppliers of specialist design, artwork and print and digital services
The Digital and Data team has recently been revamped. We are creating a high performing team that can provide excellent support to the complex multi functions of the WMCA. About you
It is essential that you have led a team within a systems development or design environment. You will also need expert technical skills in modern design and development and expert business and technical analysis skills.
A degree or equivalent in the development or design field is also key.
Experience in introducing technological change programmes and systems design/architecture would be beneficial. A background in build and release management, conducting progress and code reviews and use of creation of API's would be advantageous.
Knowledge of government design principles and experience using task/bug management tools would be desirable.
