We are currently seeking applications for Service Owners in the Social Security Programme based in Edinburgh or Glasgow (with option of flexible working location). This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. Candidates with a disability who meet the essential criteria will be invited to the assessments.

This post attracts a £4,000 DDaT pay supplement after a 9 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

The Scottish Government is reforming social security in Scotland and implementing a programme which is delivering the infrastructure necessary for a brand new public service for Scotland, ensuring the service meets the needs of the people of Scotland now and in the future.  It is an extremely important policy change with the ambition to make a real difference to the lives of individuals receiving devolved benefits in Scotland.

Service Owners in the Social Security Programme are accountable for delivering quality services for the people of Scotland.  These senior posts have responsibility for managing end-to-end services that include multiple products, strands and channels that will be operated by Social Security Scotland. They work with a range of stakeholders, other Government Departments, other Service Owners, Directors, Ministers and Senior Officials.

Service Owners work collaboratively across the Social Security Directorate and its wider stakeholders including Policy, Chief Digital Office and Social Security Scotland, contributing to the strategic direction of the Programme, its leadership and acting as a visible role model.

This role is a senior leadership roles within the programme and it is essential you have the ability to lead multifunctional teams, across a range of areas, including matrix management across the programme and Teams can range from 150-200 people, sometimes more.

Ministerial engagement is also critical and it is expected that you will lead those discussions with Ministers and your teams.  You will also be accountable for multi-million pound budgets, both for resources and suppliers and you will also be expected to manage those suppliers to deliver successful outcomes for the people of Scotland.
