They are a local government authority providing a diverse range of public and commercial services across Colchester, the second largest district in Essex.The Council are seeking a Digital Programme Delivery Lead who can lead the coordination and development of a structure for assessing and maintaining ICT projects, work packages and deliverables. Providing a single clear view (single pane of glass) for ICT and the organisation, enabling ICT to focus, control and maximise our delivery against strict parameters including time, resource, budget, agile product development and priorities. Enabling ICT to manage internal and external expectations and plan for both short and long-term. Constant evaluation is a key part of the role, as you need to ensure the single view is always current, fit for purpose and all parties understand what is being delivered at all times.This role is funded for a limited period to support our Digital Transformation programme.Duties of the roleAs an essential member of the Technology Solutions Team, you will be leading ICT in developing and agreeing work proposals and day-to-day management of the programme plan to ensure ICT delivers the key elements of the work. Constantly evaluating the effectiveness of ICT programme deliverables, and how these fit with priorities and aligned service plans & targets.Manage and review overall Programme Plan, acting as a single point of contactLiaise with ICT and organisation to manage delivery expectationsEffectively evaluate and report on programmeMonitor status of each deliverable with project performance measuresEnsure any risk or issue is highlighted at the earliest opportunity Progress individual work projects or packages as & when requiredQualifications and skills requiredTo be successful in this role, you will need to demonstrate a proven experience of managing and delivering a complex range of projects and programme within the digital environment. Working to a Project Management Office (PMO) model, with practical use of major programme management methodology and techniques within an agile environment. You will be skilled at managing projects and programmes of work from initial planning and implementation stages through to successful delivery and tracking benefit realisation.We would expect you to have a Project Management qualification and working knowledge of MS Project or a similar application. You will have experience of working within an IT environment and, where possible, an understanding of ITIL methodologies.You will be able to manage your work loads and act on your own initiative where appropriate; being a confident collaborator and communicator.
