Programme Delivery ManagerOur client requires a specialist Agile Programme Delivery Manager to oversee, enable and coordinate delivery of an 18 month road map of work in Probation, including for the Probation Reform Programme, across approximately 12 Agile delivery teams.Expected contract length - 18 monthsRemote working with occasional in-person meetings (subject to COVID guidelines) The roleDelivery of the roadmap, including knowledge transfer, and transfer of ownership ongoing.Implementation of a new demand process.Establishment of a delivery operations function to enable quality delivery at pace (finance, commercial, governance, reporting, workforce planning).Continuously improving the Agile authority to operate process meeting the needs of teams, and the governance framework within which they sit.Team members capability building to ensure digital services get into the hands of users earlier increasing their readiness to operate from beta phase onwards.Creating and delivering playbooks on delivery operations and authority to operate, so as to enable knowledge transfer and exit.Key skills / ExperienceIn-depth knowledge of Agile and other methodologies, able to coach in Agile practices both within and outside your teamHighly competent in supporting effective budget management within the constraints of the projectAble to communicate effectively across organisational, technical and political boundariesAble to resolve conflicts within teams, ensure the team is working in the open and that the work is understood externallyProven, extensive experience of successfully leading teams through the full product life cycle in large-scale delivery in government. Able to develop sustainable support modelsExperienced at optimising the delivery flow of teams, actively addressing the most complicated risks, issues and dependenciesAble to identify and challenge organisational processes of increasing complexity, and coach the organisation to inspect and adapt processes where they slow deliveryAble to identify and manage dependencies in plans of varying complexity. Able to coordinate delivery, coaching teams as a delivery expertAdept at mediating between people and relationships, communicating with stakeholders at all levelsProven ability and substantial experience in removing blockers and managing risks, commercial requirements, and budgetsExperienced in large-scale and complex delivery of services meeting the UK Government Service StandardExpected to have the skills and experience set out in the Digital, Data, and Technology Profession Capability Framework guidance for a programme delivery managerExperienced in being an escalation point to resolve large or high-risk commercial management issuesAble to coach others in commercial managementExperienced in influencing and creating budgetsAble to act as initial escalation point for the programme and must have an awareness of the bigger pictureFamiliarity with the justice landscape, particularly criminal justice.
