The EIB, the European Union's bank, is seeking to recruit for its Group Risk and Compliance Directorate - Regulation and EIB Group Risk Department - Capital Management Division - Capital Analytics Unit, at its headquarters in Luxembourg, an (Associate) Risk Officer - Capital Analytics, Data and Systems Analysis (*). This is a full time position at grade 4/5.

Purpose

The Unit is responsible for the system development and configuration, the model implementation, as well as the maintenance and data analysis activities of the Capital Management Division.

You will perform a variety of business analysis, data extraction and risk application configuration tasks, and assist users of several risk applications, in order to ensure the EIB Group's compliance with best banking practices in the area of capital requirements and regulatory data, through appropriate calculation of risk metrics, model implementation, and coherence of output data.

Operating Network

Reporting to the Head of Capital Analytics Unit, you will cooperate closely with colleagues within GR&C and in other Directorates, particularly IT, Financial Control, and the front office Directorates responsible for both lending/investing and funding/borrowing. To guarantee a robust delivery at the EIB Group level the role also requires a good interaction with colleagues at the European Investment Fund (EIF). In your day to day activities, you will also deal with key external parties (software vendors, providers of outsourced services, peer groups, etc) in order to receive a better service and stay abreast of best practice of trends in business and technology.

Accountabilities

Ensure the quality and coherence of inputs to different credit risk applications related to pricing and capital requirements calculations

Support the Division's capital models' development and implementation in the Bank's modelling platforms, in close interaction with model developers and users

Coordinate with IT for the maintenance and development of risk applications, notably as regards business requirements, configuration, data sourcing and interfaces

Perform testing of IT solutions

Perform data analysis and data reconciliations for several risk applications. Design and maintain data reports

Provide data management support across the Unit ensuring consistency and maintenance of appropriate internal controls

Work in close cooperation with colleagues within the Unit to follow the latest methodology changes (e.g. due to new regulatory requirements) and assess the resultant data needs and impacts

Keep track of developments in the EIB's systems and adapt the data extraction to ensure a smooth delivery

Review existing workflows and propose improvements to data extraction, processes and procedures

Prepare and maintain documentation related to data extraction, system configuration and model implementation

Participate in data and systems related projects on behalf of the Unit.

Qualifications

University degree, preferably in Mathematics, Finance, Economics, or Computer Science

At least 3 years' relevant professional experience including a focus on risk management applications (in house or vendor) oriented to credit risk capital calculations, data analysis, and/or the maintenance of Basel III/CRR and/or Economic Capital models

Familiarity with COREP reports, BCBS239, Stress Testing and/or Capital Planning activities would be considered an asset

Solid IT background and ability to work with large data sets (database querying, SQL, Business Objects, SAS, Python Pandas)

Proficient knowledge of MS Excel, VBA and some programming languages (e.g. Matlab, R, C#, Python, SAS). Experience in Python would be an advantage

Excellent knowledge of English and/or French (*) with a good command of the other.

Competencies

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages

The term of the contract will be 4 years. The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
