The Adult Education Budget (AEB) is the Mayor's GLA's single largest annual revenue budget (c. £320m per annum) and has been delegated from Government to the Mayor since 01 August 2019, to fund delivery of education and skills training to adults aged 19+.

The AEB is crucial in ensuring that Londoners have the right skills to find employment and progress in work, which is critical in supporting London's economic recovery from COVID19. Ensuring all Londoners have the skills and support that they need to succeed in life and to achieve ‘good' work is a key priority for the Mayor's second term. This is an exciting professional opportunity to be at the heart of supporting London's economic recovery through efficient management of the AEB. 

Working within the Skills and Employment Unit, the Funding Policy and Systems team is responsible for providing expert analysis, advice and evidence to inform funding policy development on all aspects of skills and employment, with a focus on AEB. We are looking to recruit to two newly created roles who will lead on complex analysis and statistic publications, including analysis of AEB programme and other education or economic data, and advice to support the appraisal and evaluation of AEB spending.  

This Senior Data Analyst role will contribute to key strands of work, including:

  • Provision of high quality AEB programme analysis and advice to inform the GLA's skills strategy and policy development, with a focus on supporting the GLA's initial and on-going responsibility of skills provision and funding under the Adult Education Budget.
  • Support for production of the external publication of the Adult Education Budget's programme data, and other large and complex educational data sets.
  • To build the GLA's expertise in using Individualised Learner Record data, by working within the Funding Policy & Systems team and wider unit to disseminate knowledge of this dataset. An important part of the role will be to identify and experiment with new techniques as needed to support delivery of data science projects, such as complex statistical analysis, and to share this knowledge with the team or with the public. 

You will be highly numerate with substantial experience in the analysis and interpretation of large complex computerised datasets, and a strong proficiency in analysing data or building reproducible processes using code (such as Python, R or SQL). The successful candidate will also have detailed knowledge of the key Further Education dataset, the Individualised Learner Record, and other related statistics.

The team expects applicants from a range of backgrounds, including, but not limited to, programme delivery, policy, research and economics. We especially welcome applications from those currently working with AEB or other ESFA funding, including those from Colleges or other providers, or with experience working with Individualised Learner Record (ILR) data or other education-related datasets.  The successful candidate should be confident working with a wide array of people and teams. 

This role will be based at London Fire Brigade's Head Office (Union Street SE1 0LL).  At present GLA staff are working largely from home, with office space available at our offices based at City Hall, More London.  Over the coming weeks and months, we will moving to hybrid working, linked to our relocation programme. As part of this, you will need to split your time between home working and coming into the office.
