Our Client is urgently looking for a Finance Manager

Contract inside of IR35

Location - mostly on-site - London (some flexibility around working from home)

The role

*A financial specialist role, reporting to C Level regional lead.

*Strategic Infrastructure Development (SID) is responsible for our strategic and commercial relationships with Government, Local Authorities, Developers and Industry bodies. The newly created unit brings together BDUK, Regional Customer and Community Fibre teams along with New Sites and our commercial programme to target the `final 5%'. The Strategic Infrastructure Development unit will work closely with our external stakeholders in both Government and industry to help build the relationships we need to drive these strategic programmes at pace

*The SID Finance BDUK In Life team are responsible for

*contracts with local authorities within a chosen geographic, to deliver the infrastructure to support the government's Superfast Broadband Programme, in conjunction with Broadband Delivery UK (BDUK). This includes managing all financial aspects of the existing contracts as well as supporting new bid wins, this role is specifically focussed on three strategic R100 Scotland contracts worth c £650m of total build cost being delivered over the next 4 - 6 years.

*milestone to cash (driving the maximisation of funding recovered for the delivery of BDUK government funded contracts and the delivery of accurate and timely claims (both quarterly and end of life (EOL)) for all individual contracts. It is also responsible the monitoring the gainshare on the contracts and the associated reporting over the contractual term.

*The role holder will demonstrate strong control and analytical thinking, and have overall responsibility and accountability for financial forecasting, planning, reporting actuals, management accounts and analysis of his/her contracts. .

*Role holder will need to drive best practice across the business, whilst fostering and enabling an entrepreneurial flair and local ownership.

*Will operate in a highly complex environment with high risk (potential financial or commercial impact, business unit/LOB level visibility, potential reputational impact)

What I'll be doing

The D Level Manager will be responsible for business partnering at Principle Level, he/she is specifically accountable for:

*Reporting to both internal and external stakeholders including the Client, Local Authorities and BDUK

*Building and maintaining strong relationships with our external customers, representing the business as part of the contract delivery team

*Responsible for a full range of financial accountabilities; control gross capex, external funding, cash collection, unit costs, cost to completion, high cost control and change control of contracts.

*Accountable for leading the budgetary and forecast activities for the contracts.

*Manage and run the month end processes.

*Responsible for production of transactional finance outputs, including quarterly MPC production, evidence requesting, WIP reporting, evidencing of BAU Claims within the standard lead times.

*Responsible for evidencing on EOL MPCs per agreed timeframes with LA and BDUK (data level dependant).

*Responsible for financial closure , ensuring it is managed and assured in a timely manner with minimal credits being issued

*The individual will be responsible for managing all contractual changes as well as supporting commercial negotiations and signing off on new bids. The role holder will be responsible for effectively actioning the key financial gates around high cost structures and contractual milestones.

*Steward, lead and partner with the business, to ensure all business activities are carried out in accordance with, and in the spirit of, local legislative requirements, and enhance and protect the business for now and the future

*Responsible for identifying any potential risks with the current contractual agreement as well as identifying future opportunities within the respective geographic area.

*Relationship management with senior operational and programme teams. Driving operational and financial efficiencies, and promoting commercial decision making amongst stakeholder groups.

*Business partner with sub-units (including operational delivery and contract management) within the CFU / CU to provide financial insights to inform strategic decision making.

*Deliver transformation across the patch, as interlocked with the Transformation team.

*Responsible for control on key business risks and controls in the business.

*Improving the impact, and understanding, of financial reporting on business performance

*Support the implementation of the strategy for the unit by working with the team to provide insights and key reports, aligned to the FP&A strategy for the CFU / CU

*Expected to present directly to Finance Director for SID, MD for SID and CFO of Openreach as required.

Qualifications/experience

*Bachelor's degree in business or related field (or equivalent experience)

*Fully qualified accountant / Further qualification to support specialism with significant PQE (.e.g. CIMA, ACCA, IIA, CISA, ACT, CTA, MCT, IR Society Certificate or equivalent)
