About Us: Support our vision for a data-driven organisation by developing the future platforms we need. In Kensington and Chelsea, we have an ambitious Council Plan which sets out our priorities for the next four years. It is directly shaped by the Council's biggest ever ‘conversation' with residents and puts community involvement at its heart. Embedding lessons learnt and recovering from the pandemic will be top priorities. Working as part of a bi-borough IT service with Westminster City Council, we'll do this by gathering evidence and intelligence and strengthening performance management across the Council. We will also co-ordinate delivery of the Council Plan through effective programme management and ensure the Council achieves its ambitions on equality, diversity and inclusion. It's work that will potentially set the course of the Council for many years to come. The Role: Your data engineering expertise will have real impact in helping Kensington and Chelsea, and Westminster City Councils to emerge stronger from these uniquely challenging times. The data products and services you develop will ensure everyone in the organisation has access to the data they need, when they need it, and will give data a central role in the future development of our organisation. This will mean drawing together, and effectively managing data from numerous internal and external sources. As a trusted expert in the architecture, design and development of business analytics platforms, you will often be called upon to work closely with different functions, understand their issues and help specify problems and needs. However, this is a hands-on technical role in which you'll also define new structures, processes and dimensional models, build prototypes and define user-acceptance tests.  We'll expect you to learn fast and adapt quickly to changing circumstances, meaning the opportunities to expand your expertise are immense. About You: An expert in large enterprise-scale data warehousing and data integration, you'll be a structured, analytical thinker with strong technical capabilities. An experienced data engineer, with previous involvement in the design, implementation and management of BI projects, you'll ideally have used ETL methodologies in the Microsoft BI Suite, including Microsoft Azure. Given the need to get up to speed quickly, you're likely to have some experience of working in local government or public sector contexts. You will also have a strong understanding of data security and information management, with experience of putting principles into practice. Highly organised and a strong problem-solver, you'll also be a team-player ready to work closely with the Lead BI Data Engineer and others in this small, collaborative team.  You should also expect to engage with other IT colleagues, including Infrastructure and Application Support, stakeholders in the bi-borough agreement and third-party consultants. Good communication skills and some experience in customer engagement and requirement gathering techniques are therefore important. In return, you can look forward to a package that includes a competitive salary, a high-quality pension scheme and generous annual leave plus bank holidays. Hours per week: 36 (Part time, homeworking, flexible working options also available)
Contract type: Temporary up to 12 months with the possibility of an extension.
Vetting requirements: Standard DBS Check Please apply online explaining how you meet the requirements set out in the person specification and job description. Closing date: 12th October 2021
Interview date: 27th October 2021
