Procurement Officer

DSG Donnington

FTC 12 months

£300-350 per day /37 hours per week

The Procurement Officer will be responsible for the Procurement of Spares, Services and/or Repair of items, enabling material availability through timely and effective sourcing to contract in accordance with Public Contracts Regulations (where applicable), delivering a high performing supply chain in terms of value for money and supply chain performance. The Procurement Officer shall develop appropriate working relationships with suppliers and ensure effective supplier and contract management.

What the post is responsible for :Enabling material availability by providing and maintaining appropriate contract coverProblem solving Procurement and Supply Chain issues to remover road blocks affecting material availabilityEffective programme management of contracting activities to deliver contracts on-time to plan every timeStakeholder management and effective integration with members of staff across the Land Defence DSG business, P&SCM and OperationsEngagement with Customer representatives, both Army and DE&S when requiredWorking with Category Management to develop robust sourcing and contracting strategiesLeadership of assigned individualsSAP transactions as required by the roleAdherence to the Defence & Security Public Contracts Regulations (DSPCR) and the Public Contracts Regulations (PCR)Application of the Authority Commercial Toolkit including contracting templatesProvide strategic and tactical Procurement direction of assigned scope whether product, service, category or platform basedPresentation of contracting activities to Senior Stakeholders at Procurement Gate Review

What the post is accountable for:H&S standards and policies are adhered to in accordance with the Babcock Values, Standards and ways of working 'Home Safe Every Day'Enabling material availability for all forecast, planned and emergent requirements within assigned scopeDelivery of compliant tendering processes, whether subject to Public Procurement Regulations or not, that meet agreed and defined contracting strategies for assigned scopeEffective application of the Babcock Gate governance process to achieve first time pass for assigned scopeEnsure compliance with all Trade Control requirements for sourcing and contracting activities within assigned scopeTimely engagement with the customer delivery teams to resolve Authority Dependencies whilst ensuring commercial protection through the correct application of the processMaintain contract and item data integrity on and off system (SAP and Contract Files) for assigned scope Maintenance and update of information stored in the Contract Let Plan for assigned scopeMaintenance and update of sourcing and contract plans and trackers for assigned scopeWork collaboratively with all key teams to ensure effective end to end Procurement and Supply Chain Management

Skills:Strong understanding of both strategic and operational Procurement and Supply Chain Management tools and processesAn understanding of Public Contracts Regulations - desirableCommercially astute, able to interpret and manage commercial and supply chain riskNegotiation skillsDelivering value for money and able to differentiate between, value, cost and priceWell-developed communication skills, both written and verbalCollaborative individual able to engage and work effectively with relevant stakeholdersAn understanding of MOD commercial and cultural working methods -desirableAbility to understand the constraints and pressures of managing a number of contracts simultaneouslyOrganisation and programme management capabilitiesProblem solving capabilities and able to make rational decisions based on information available involving dealing with ambiguity

Technical Experience and Qualifications:Minimum of 3 years' experience in a commercially focused equivalent role, within a similar operating modelMinimum of 3 years' experience in a procurement and supply chain environmentExposure to public sector contracting is desirable but not essentialMCIPS 5 or equivalent is desirable but not essential
