My telecoms client is looking for Decision Science Manager for an initial 3 month contract inside of IR35.

This role will be to run a very specialist team of data scientists and statistical modelling experts who are responsible for building complex statistical and mathematical models which helps FND to better understand its operational performance, the levers that might influence improved performance and building solutions that improve how we deliver fibre through machine learning and automation. The role holder will be leading on data science projects and deploying solutions within the organisation by partnering with our transformation team. An example of projects the team have delivered include deploying a neural network to help FND set the best delivery date for business customers to get connected.

The role holder will be recognised as an expert in statistical modelling, and they and their team will be responsible for developing and running statistical and operational research models that support the achievement of FND targets including throughput, service, productivity and regulatory compliance.

The role holder and their team will build and run models to test alternative scenarios, investigate underlying issues, identify opportunities for improvement and draw conclusions about root causes of issues and the potential effect of different actions, ultimately enabling better decision making in FND, taking into account the complex dynamics of the environment where FND operates. They will also enable FND to better anticipate the future and understand the potential consequences of alternative courses of action.

What I'll be doing:

Key responsibilities

*Your team will be responsible for building and running complex statistical and operational research models that enable FND's leadership team to make decisions and influence FND's 10,000 desk and field staff, 7,000 contactors and key stakeholders across Openreach, including other areas of Business and Network Optimisation. The insight will directly influence our service performance, and top and bottom line revenue, or mitigate risks such as regulatory risk.

*You will manage a specialist team of data scientists who will be adept at using statistical and data science techniques to turn data into models which answer complex operational questions. Their toolbox mostly consists of Python, SQL and GCP. Often, their day to day consists of interacting with different stakeholders and collaborating with other Business Analysts in order to deliver their solutions. They are also challenged with bringing new technologies and methodologies to the business.

*Your team will use data and have a broad understanding of the FND operation, to be able to constructively challenge and create recommendations, based on solid analysis, which allows FND to make informed decisions.

Solving problems, improving service, and working collaboratively

*You will be working on problems set by the directors and exec teams. These may be complex operational problems, questions and issues (such as Patch Optimisation) or areas of high risk (such as the BCMR). The insight and suggestions generated through your modelling, when actioned by FND, will lead to service or financial improvements.

*You will work across a number of teams through FND, such as Strategy, Transformation, Regulatory, Regulatory Analytics, Business Planning, and the Operations, to inform your modelling inputs, while your outputs will enable intelligent, statistically sound, decision making.

*You will advise and provide technical guidance to other teams in FND on statistical and modelling best practice. This means that you may "audit" and approve other teams' models to ensure that they are fit for purpose.

Enabling FND strategy and transformation

*You will be responsible for testing and informing transformational change in the Decision Science space - for example, by bringing in new modelling techniques, ways of working or by testing new modelling tools and capability such as Google Big Query for ML modelling

*You will be accountable for your team's budget as a proportion of Business Intelligence, this includes decisions on financial spend for contractual resource as required.

*You will be accountable for managing your team resource and focus between competing business priorities.

The skills you need:

*Degree in a relevant quantitative subject (Mathematics, Operational Research, Statistics, Economics, Engineering, etc), or equivalent relevant professional experience in the analytics space.

*Proven ability to manage large quantities to data, with attention to detail, accuracy, and speed.

*Statistical and mathematical modelling expertise

*Extremely good influencing skills, experienced at working with senior managers, and with the ability to clearly articulate complex mathematical arguments in a straightforward way.

*An inspiring leader, a self-starter, with an analytical and inquisitive mind, able to engage, motivate, and coach a team of specialised professionals.
