My Telecoms client is looking for a Manager - Finance BDUK Gainshare Policy & Process & USO Business Partnering for an initial 3 month contract with the chance to renew.
Location wise a lot of this role will be remote however when there is a need to go to the office the locations could be either Bristol, Leeds or London.
This role is inside of IR35.
*A financial business partnering role for Gainshare & USO, reporting to The Senior Manager - SID Central & Commercial
*Strategic Infrastructure Development (SID) is responsible for our strategic and commercial relationships with Government, Local Authorities, Developers and Industry bodies. The newly created unit brings together BDUK, Regional Customer and Community Fibre teams along with New Sites and our commercial programme to target the `final 5%'. The Strategic Infrastructure Development unit will work closely with our external stakeholders in both Government and industry to help build the relationships we need to drive these strategic programmes at pace.
*The Central & Commercial team provide support across a number of Government funded programmes, such as BDUK, LFFN, CFP Vouchers & USO. In additional to those areas we support the all bid activity to BDUK & LFFN as well as collating and validating the cost line inputs which go into our BDUK claims.
*The role holder will have experience of transactional finance functions and experience of the broader nature of the team
*The individual will also be accountable for dealing with all parts of the organisation directly on some matters, to investigate and resolve matters quickly and efficiently.
*Will operate in a highly complex environment with high risk (potential financial or commercial impact, business unit/LOB level visibility, potential reputational impact)
The Finance Manager will be responsible for Gainshare process & USO Business Partnering at Manager Level, he/she is specifically accountable for:
*Will be responsible for signing-off timely monthly financial statements, for BDUK Gainshare and Investment fund related balances.
*Reviewing the overall provision and the Risks & Opportunities against the take-up and contractual status of each local body.
*Provide monthly updates to Openreach central finance FP&A team on latest forecast and R&Os
*Will be responsible for leading the development of business processes and accounting policies to maintain and strengthen internal controls - such as Additional Services Review.
*Will be responsible for BDUK Investment Fund (escrow account) ensuring payments are made into the account timely and also funds are returned to the Local Body in a timely manner working with the respective Contract teams.
*Will be responsible for the quarterly/annual contractual reporting that is required post completion of deployment.
*Working with BDUK closely on Cash profiling, both in and out to ensure funding isn't lost
*To continue to track the actual costs on the USO programme against the budgeted costs agreed with BT Group Finance.
*To be the finance owner for the USO budget forecasts, CAPEX reporting and an escalation route for the operations teams on DFE cost management.
*To be the financial owner of the Openreach USO cost submission into BT Group Finance as part of the reporting process. This will require leading a cross functional support team to collate the cost together (Working particular with the Central & Commercial Cost Line Manager.
*Ensuring that post deployment obligations, and reporting requirements are continued to be met.

*Advisor and coach to others both within own team and elsewhere, formulates their operational guidelines or in-depth knowledge and advises on specialist area
*Financial authority on new business opportunities and investments. Personally accountable for all business unit costs/revenue performance and business results
*Drives judicious use of resources to maximise productivity and drive cost efficiency and instrumental in driving expansion of margins
*Sponsors/guides the planning, facilitation and completion of FD sponsored finance programmes
*Leads, champions and manages conflicting priorities with ownership of successful delivery of key organisation-wide finance programmes
*Sets agendas, identifies opportunities and promotes the highest standards of best practice and provides insight on finance work area(s) or specialism
Qualifications and Experience:
*Bachelor's degree in business or related field (or equivalent experience)
*Fully qualified accountant / Further qualification to support specialism with significant PQE (.e.g. CIMA, ACCA, IIA, CISA, ACT, CTA, MCT, IR Society Certificate or equivalent), or equivalent experience
