The National Audit Office has a transformation programme to deliver organisational change through the implementation and adoption of revised methodology, processes and tools for Financial Audit within the NAO. The programme is called the Audit Transformation Programme (ATP).

The principle responsibility of the Agile Delivery Manager (ADM) is to deliver key workstreams within the programme. The ADM will be accountable for the performance of the workstream team and for delivering services and products within agreed timescales, to cost and quality standards.

The National Audit Office (NAO) is the UK's main public sector audit body. Independent of government, we have responsibility for auditing the accounts of various public sector bodies, examining the propriety of government spending, assessing risks to financial control and accountability, and reviewing the economy, efficiency and effectiveness of programmes, projects and activities. We report directly to Parliament, through the Committee of Public Accounts of the House of Commons which uses our reports as the basis of its own investigations. We employ some 800 staff, most of whom are qualified accountants, trainees or technicians. They work in one of two main areas, financial audit or value for money (VFM) audit.

As an Agile Delivery Manager, you will:
- build and maintain motivated teams, making sure there is an iterative plan to work towards
- protect the team and make sure the team collaborates, communicates and focuses on what is most important
- coach team members and others, facilitate continuous improvement and apply the most appropriate agile and lean tools and techniques for their environment
- proactively manage internal and external dependencies, resolve issues, overcome obstacles and get the best value against constraints
- manage delivery, risks and people
- create prioritised delivery plans through all stages of the project and workstreams, ensuring that they are continually reviewed and improved, using agile project management disciplines.
- own and manage workstream scope, challenge and push back where suitable to drive overall project completion, managing change appropriately
- ensure that the delivery of new products or services is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements
- proactively drive collaboration and transparency across programme deliverables, ensuring delivery progress is visible to the programme leadership and stakeholders and required delivery documentation is developed
- clarify understanding of stakeholder expectations to ensure delivery continues to work towards meeting strategic goals/outcomes and tailor communications to suit the audience
- set up a culture of continual improvement and feedback, from both a product and process perspective, ensuring that improvements are implemented and evaluated with feedback loops
- be visible to staff, support and manage programme learning within the team and build and provide effective leadership to a multi-functional team
- encourage a culture of innovation focused on adding value to give people space to think creatively
- seek constructive outcomes in discussions, challenge assumptions but remain willing to compromise when it is beneficial to progress, review and share feedback with the team
- manage risks to the workstream's successful outcome
- mentor, coach or line manage members of the delivery community, sharing experience and knowledge, with particular focus on implementing new processes and building new teams with minimum experience

Experience needed for this role:

Delivery. Demonstrable track record in managing delivery at scale on complex IT programmes using a variety of project management frameworks and an ability to adapt based on organisational context. Recent and proven experience of working in the delivery of technology or digital based projects including the creation and management of end to end plans containing complex dependencies across multiple workstreams. A strong understanding and experience of helping teams to adopt Azure DevOps practices and principles is critical.

Management & communications. Substantial experience managing senior stakeholders and tailoring communications accordingly. Able to represent the project or programme across the department and potentially across government and with industry representatives. Should have great team leadership, inter-personal communication, and negotiation/influencing skills to guide, mentor and motivate agile teams. Significant experience in providing objective & practical guidance and coaching to teams, implementing delivery disciplines, and building ownership for high-quality outcomes.

Systems integration & delivery remediation. Recent knowledge and experience working in a systems integration environment and familiarity of the latest different delivery methods and tools. Able to recognise the signs of a project in distress and work with teams on ‘get well' plans supporting them through the cycle to successful delivery

Tools. Hands on experience of configuring ALM tools such as Azure DevOps, and planning software such as MS Project, Smartsheet, etc
