Job Description

The Student Awards Agency Scotland (SAAS) is an Agency of the Scottish Government responsible for the assessment and payment of student entitlement for Scottish Students studying within the UK.

The organisation has its own IT Department that develops and maintains a number of IT services and systems used by staff and its customers.

The SAAS IT Department is split into 4 main areas:

Development

Test

Infrastructure and Cyber Security

Service Delivery

The Development team maintain a number of digital services and systems utilising both traditional waterfall and Agile methodologies.

Programming languages currently used within SAAS are Java utilising the Spring Framework, webMethods utilising MWS and IS, Typescript using the Angular framework, javascript using React.  There are also other technologies used on systems that integrate alongside these and we are always exploring new emerging technologies.

The B2 Developer role forms part of the IT Development Team which consists of Senior Developers, Developers and Junior Developers.  This role may have direct line management responsibility for at least 1 B1 Junior Developer.

 Job Requirements

Do you have excellent software development skills in either Java, Angular, React or webMethods and have the ability to learn new technologies?

Are you comfortable working collaboratively in project teams utilising different methodologies?

Do you have a can-do attitude and bring innovative ideas to the table?

Do you have excellent communication skills with experience in team working?

Can you demonstrate strong planning and organisation skills, while prioritising workloads to meet deadlines?

 Role Responsibilities

Designing and developing large and/or complex programs and program modifications from supplied specifications or user stories using agreed standards and tools to achieve a well-engineered result;

Involvement in functional specification workshops or Agile sprints providing input from a system perspective;

Document all work using required standards, methods and tools, including prototyping tools where appropriate and produce logical system designs;

Carry out unit and integration testing;

Carry out fault and defect diagnosis and provide fixes on defects raised by system testers;

Impact system changes and provide development time estimates;

Review the work of other less experienced developers and coach and mentor them;

Liaise with 3rd party software vendors to report and resolve incidents.

 Essential Criteria

Experience of the design, development and maintenance of complex enterprise systems using object oriented programming languages, javascript, HTML, CSS, PL-SQL, relational databases;

Experience of working with a UNIX operating system and web application servers;

Experience of build and deployment processes and experienced in using code repositories such as GIT and SVN;

Experience of the full Systems Development lifecycle including experience of System Development methodologies such as Agile and Waterfall.

It would be expected that you will remain in post for three years, unless successful in achieving promotion to a higher band/grade.

Additional information:

SAAS has separate arrangements from core Scottish Government for Public and Privilege holidays. After taking up post in SAAS you will take the Spring Friday and Monday holiday in late May/early June together with the September half day, between Christmas and New Year. SAAS office is fully closed between Christmas and New Year.
