Main Purpose of Role

ICO Programme Managers support the execution of transformational change and strategies for our senior leadership team and are responsible for the overall integrity and coherence of a programme of work/portfolio of projects.

The post owner will own and deliver a rolling programme of work related to the ICO's regulatory services or operational efficiency. This may include designing, implementing, and managing the programme, whilst coordinating and supporting the projects within the programme itself and maintaining oversight of risks and issues.

On behalf of the business sponsor, the Programme Manger is responsible for delivering change and ensuring it is embedded in the business to realise the projected impact/benefits. Ensuring any change is managed in line with a predominantly ‘agile' project management methodology as set out in the ICO's Project Management Standard Operating Procedures.

The Programme Manager will develop and nurture effective working relationships with internal and external stakeholders, critical to the successful delivery of the programme.

As an ICO leader the Programme Manager will demonstrate the skills and behaviours that support corporate efforts to ensure project management at the ICO remains an efficient and effective enabling tool for delivering our strategies. All our leaders should espouse the core ICO values of ambition, collaboration, service focus and leadership. Key responsibilities Design, develop and coordinate a programme of work in support of the ICO's strategic goals and act with autonomy and initiative to ensure matters are progressed effectively in line with agreed schedule, scope and budget. Contribute to the development, and maintenance of, a ‘strategic road map' of longer-term projects and programmes to develop the ICO's regulatory framework, strategies or operational efficiencies. Continuously assess progress against plan via regular reporting arrangements and prepare reports including status reports, RAID logs and project dashboard tracking and analysis of impact and budgets across the projects within the portfolio. Engage and facilitate effective on-going liaison between relevant departments and external stakeholders where appropriate to identify and manage interdependencies on project activity. Develop and agree papers, processes, and the right governance arrangements to support senior level decision making including the production of presentations for senior management. Manage the supply and utilisation of project resources (ensuring demand for resources is captured, prioritised, and matched to available supply and where we need to buy in new capability working to prepare business case and budgets). Support the project team with adhoc requirements and develop skills and expertise amongst internal resources to ensure we are best placed to deal with future demand. Identify risks associated with the schedule of projects at an early stage, ensuring visibility of those risks and taking action accordingly. Measure how impact is realised through successful implementation of projects and thorough lessons learned exercises to support a continuous learning culture and development of the ICO's project approach. Coordinate project activity to ensure dependencies between projects and across the organisation are understood and managed. Person specification Education and qualifications Educated to degree level in a relevant discipline Or Substantial experience demonstrating degree level ability. Formal programme and/or project management qualifications (desirable) Work experience Minimum of 2 years experience of managing and delivering programmes / projects in public or private sector. Evidence of successful implementation of projects that deliver regulatory impact/business Knowledge, skills and ability Understanding of components of a programme plan and ability to create and manage a plan to delivery. Leadership experience and ability to manage matrix teams with excellent stakeholder management and relationship building skills with people at all levels. Ability to track and deliver varied tasks at pace to tight deadlines and have excellent organisation skills and the ability to prioritise and delegate. Excellent judgement and the ability to deal with a changing environment both on a day to day and long-term basis. Proven ability to influence and negotiate at all levels to ensure. work is completed on time and to budget, negotiating solutions where necessary. Personally, effective and achievement driven to ensure that programmes are successfully implemented.
