Norwich City Council is an ambitious, progressive, forward looking authority. Against a backdrop of reducing funding, we are determined to keep delivering high quality services for our residents and to work in partnership across our city to protect what is great and overcome the challenges we face. Do you have the expertise, vision and leadership qualities to design and drive forward the changes we need to make as a council to enable us to keep delivering for our city? We are looking for someone with high quality change management skills and an ability to turn a vision into a well-designed and well executed change programme, working with colleagues across the council and beyond. You will lead and develop a small team including a programme manager, project managers, business analysts and communication officers, and work in partnership with Executive Directors, Heads of Service, HR and Finance colleagues and others to re-shape our services and council, delivering high quality modern services for our residents whilst ensuring we continue to multiply our impact in the city as a civic leader, towards our Norwich 2040 City Vision. You will have experience of a variety of change management and service improvement techniques and tools, excellent relationship building and collaboration skills, an ability to communicate effectively with a variety of audiences, including elected members, to champion change, facilitate difficult discussions and support colleagues on this journey. You will understand how to deliver culture change, be able to guide colleagues in using data to identify opportunities for improvement, measure success and realise benefits, and be solutions focused to overcome the inevitable challenges we will face. You will be an excellent people manager, supporting your team to develop their skills and deliver, and working collaboratively with our Strategy team to ensure change is driven by the council's priorities.
