The Challenge

 The DIO led Clyde Infrastructure Programme is tasked with delivering a £1.6billion capital investment in support of one of the MOD's key defence tasks, the maintenance of the Continuous At Sea Deterrent (CASD).

The programme is entering into a period of significant transformational change to address affordability and delivery challenges. We are moving to a new, more efficient, way of working and we will be bringing new people and new processes, with pace, into DIO Clyde. It will be a challenging time and it is therefore an opportunity to come in and fast-track your learning and test yourself on delivering critical projects in a high-pressure operational environment.

Through the transition the Deputy Head Project Delivery will ensure the successful delivery of capital infrastructure projects at either the Faslane or the Coulport site. They are accountable to the DIO Navy Programme Director and will ensure that the project managers are provided with direction and support to lead, manage and deliver projects using appropriate contracting frameworks to achieve project outputs.

We are currently transitioning between technical service framework providers, whilst operating a new collaborative commercial framework which enables our approved suppliers to bid and deliver construction services. The post holder will be in direct contact with senior leadership for both technical support providers as well as our construction suppliers to measure and enable delivery of critical infrastructure.

Currently our programme includes projects in design, implementation and handover phases. With many of the projects preparing to transition into implementation, the post holder will have exposure to projects mobilising and actively delivering construction on an operational military site. Infrastructure delivery is a challenging environment in which to work, with interdependencies between the required programmes and projects and the need to maintain military outputs. The candidate will be required to deliver at pace and demonstrate effective application of programme and project management skills, tools and techniques.

HMNB Clyde is the duty station for this role, however we consider flexible working for our team members where the role allows. Team members based or visiting the site can benefit from onsite parking, civilian canteen, as well as coffee and food shop. Memberships to the gym and leisure facilities are available to those based at the site.

Due to local security and clearance restrictions there is a requirement for a UK national only in this post.

Main Responsibilities

Provide leadership to the project managers to ensure that the project, as delivered, meets the clients' objectives.

Develop and support the project teams, enabling them to deliver departmental goals and motivate staff providing a positive, collaborative and proactive working environment.

Uses and promotes the appropriate leadership styles to gain and maintain the trust, confidence, commitment and collaboration of team members and stakeholders throughout the project ensuring continued momentum.

Lead the management of the contract to maintain a productive working relationship with industry partners and suppliers, monitoring their performance in terms of quality, time, cost and reliability. Drive optimal delivery and promptly identify and manage emerging issues to avoid programme delays or cost escalation.

Accountable for ensuring adherence and conformity to all agreed DIO processes and operating procedures and particularly those which are detailed as key infrastructure delivery processes.

Lead all Programme activities and support project development through overall management, co-ordination and direction of internal and external resources to achieve the Delivery Plan for construction projects in the Programme

Provide leadership for stakeholder management and analysis activities for team/function leading engagement with the most important and influential internal and external stakeholders and negotiating key outcomes in support of DIO delivery

Desirable Experience & Skills

Qualification - Hold a relevant project management qualification.

Membership - Hold a relevant project management membership or accreditation.
