The Programme Manager role will be responsible for ensuring all allocated projects deliver within their approved budget and timetable, whilst achieving their stated benefits.This role is based in Belfast and while remote working will likely continue for the foreseeable future, the successful applicant will be expected to move to/live in commutable distance of Belfast. Core ResponsibilitiesManage the delivery of a portfolio of projects, ensuring delivery in alignment to defined business objectives, delivery schedule and cost.Identify and pro-actively mitigate programme delivery constraints, dependencies and risks.Be accountable for the creation and maintenance of the overall Programme Plan and critical path analysis. Proactively manage delivery constraints.Conduct resource forecasting to ensure programme deliverability.Effectively manage global teams of internal and external resources, including third party suppliers.Implement effective programme and project governance, including Stakeholder management and communication and reporting.Manage the transition of projects into IT service operations.Conduct post-project reviews and ensure 'lessons learnt' are captured and disseminated.Perform external client senior stakeholder management.Play an active role in relevant Programme and Project Steering Committees leveraging Project Management and PMO capabilities where required. Skills, Knowledge & ExperienceExhibit gravitas and possess strong interpersonal and communication skills to build and maintain strong senior stakeholder relationships with internal users and external clients.Proven leadership experience managing high performance onshore and offshore teams in the delivery of complex projects, across concurrent parallel work streams.Experience of delivering a complex portfolio of projects, leveraging a matrix organisation structure.Experience of working with multi-disciplinary teams and ability to understand technical complex solutions.Understanding of software delivery lifecycle.Commercially astute with a track record of precise financial management.Significant vendor management experience.PRINCE 2 or equivalent qualification.Agile / DSDM experience would be advantageous.Proven record of delivery of Public Sector enterprise solutions.
