Highways England is continuing to grow its capability within the IT Directorate, we have implemented a new operating model to support the delivery of a fast paced, customer centric Strategic Business Plan. To enable IT to mature its forward planning capability over the five year RIS period we have created a new role as the Head of Enterprise Portfolio Management and Business Process Improvement within its Strategy, Transformation and Performance team. The role will set the standards for continuous improvement and work with the business on our long term approach to ensure successful programme delivery against the Digital, Data and Technology Strategy. You will have strong communication and collaboration experience as you will liaise and work closely with the IT Leadership Team to ensure that projects and programmes are aligned and deliver in terms of time and cost, whilst providing guidance on process improvements to the wider Directorate. This role has the flexibility to be based from any Birmingham, Bristol or Leeds offices, however during the current COVID 19 climate will be working remotely, guidelines permitting, some travel will be required with this role. What you'll be leading on Lead the Enterprise Portfolio Office to develop a long term view of both product and programme delivery in tandem with resourcing and capability Responsible for Business Process Improvement using the continuous improvement framework, defining standards for policies and processes as well as managing and executing initiatives Completing continuous impact assessments across IT and the organisation to assess and deliver required change Ensuring programmes are correctly financed and resourced and making interventions where necessary Providing assurance to the Leadership Team that change initiatives deliver against the strategic objectives set for the IT Directorate  To be successful you will need to evidence: Degree qualified, preferably in a Technology, Engineering or Mathematic subject, or holds a certified accreditation project or programme management qualification, or equivalent working experience  Demonstrable experience in leading business improvement and able to ensure effective Change Management processes are in place  Previous experience in setting up a new IT function Strong track record and experience in Enterprise Portfolio Office Management with the ability to identify and deal with potential risks across different phases of the process cycle Strong stakeholder management or business facing experience where you have acted as the primary point of contact  A bit about us The Information and Technology Directorate is a growing and vibrant team and there has never been a better time to join us as we go through our transformation programme.  We are helping to transform the way Highways England operates by delivering digital, data and technology services from frontline to back office, in a modern and efficient way.
