PROJECT DELIVERY MANAGER

The Project Delivery Manager will play a key role in supporting the delivery of facilities management (FM) projects which will include, but is not limited to, managing and delivering key relocations to government hubs in Edinburgh, Cardiff and London and to new premises in Aberdeen. The Project Delivery Manager will also manage the exit arrangements from current premises in these locations.
The Project Delivery Manager is responsible for leading these FM projects on a day-to-day basis, ensuring that all contributors (including third parties) are motivated and clear on their deliverables. The Project Delivery Manager will ensure clarity of scope, manage blockers/issues, project resourcing and budgets, governance gateways and product sign-offs.
This role requires the interpersonal skills to establish professional credibility quickly, and the energy and drive to deliver these projects to time and budget. This is an exciting opportunity to help us lead, drive and deliver significant change, as part of a new and challenging estates programme. Regular travel to the relocation sites will be required.
1.Manage projects end-end in accordance with Change framework to deliver projects to time, cost and quality, measured by agreed success criteria.
2.Lead collaborative and dynamic planning, ensuring clarity of scope and deliverables and balancing the work that needs to be done with the capacity & skills of the wider team.
3.Build and maintain key relationships, internally and externally; ensuring they are collaborating and focused on what is most important to the delivery of products and services.
4.Identify obstacles and help the wider team to overcome them, managing risks, issues, assumptions and dependencies.
5.Encourage and facilitate continuous improvement, in order to identify and share learning for the benefit of current and future projects.
6.Manage governance arrangements for projects, ensuring that project and programme governance and service assessments are scheduled at the appropriate time and that proportionate project documentation is produced to a high quality.
7.Manage stakeholder relationships at all levels to secure commitment and support both for the project and to promptly address issues and escalations.
8.Manage regular and impactful reporting to all relevant stakeholders to communicate progress, barriers/constraints and lessons learnt, using formats and a level of detail appropriate to the audience.
9.Manage budget and resources for the project, ensuring all project resources have been defined and secured.
10.Ensure clarity of scope with an effective management of change control throughout.
11.Ensure effective identification and management of project risks, issues and dependencies.
12.Identify learning from post implementation and embedding activities for use in subsequent projects so that learning can be demonstrated in subsequent project delivery.
13.Supporting the implementation of project management frameworks, fostering consistency.
Responsibilities - person specification and essential criteria:
We are seeking a highly motivated and experienced PM to join our multi-disciplinary team. Successful candidates will be experienced in working with a variety of project delivery approaches and able to deliver successful outcomes. For instance by:
*The delivery of projects & products to Time, Cost & Quality using appropriate project management methodologies e.g. PRINCE2 and Agile methodologies (such as Scrum, Kanban), learning & iterating frequently, ideally in an IT enabled or transformational environment.
*Securing the confidence and trust of the organisation through collaborative and effective communication between stakeholders, operations and the project team. Demonstration of sound, evidence-based decisions, assessing risks and clearly articulating decisions and action.
*Leading collaborative and dynamic planning processes - balancing the work that needs to be done with the capacity & skills of the team; anticipating strategic business needs and managing resource requirements to define schedules and understanding the critical path.
*Excellent communicator of progress, barriers/constraints, plans and lessons learned to your team, the project board and senior management, each at the appropriate level of detail for the audience.
*Promoting collaboration and maintaining a productive working environment.
Experience - essential:
*Experience of delivering projects & products to time, cost and quality in an FM (including Information Technology) environment.
*managing projects using Project Online, Microsoft Project or similar tool
*Experience of agile and PRINCE2 project management methodologies.
*Experience of leading and directing multi-discipline teams.
*Experience of working within a public sector environment.
Experience - desirable
*Experience of managing budgets and cost benefit cases.
*Agile or Prince 2 (Practitioner level) accredited or equivalent qualification
*Using Microsoft Office suite to a high standard and promoting working smarter with modern technologies.
