The DIO led Clyde Infrastructure Programme is tasked with delivering a £1.6billion capital investment in support of one of the MOD's key defence tasks, the maintenance of the Continuous At Sea Deterrent (CASD).

The programme is entering into a period of significant transformational change to address affordability and delivery challenges. A new framework agreement has just been announced selecting a new set of technical service providers. We are moving to a new, more efficient, way of working and we will be bringing new people and new processes, with pace, into DIO Clyde. It will be a challenging time and it is therefore an opportunity to come in and fast-track your learning and test yourself on delivering critical projects in a high-pressure operational environment.

Currently our programme includes projects in design, implementation and handover phases. With many of the projects preparing to transition into implementation, the post holder will have exposure to projects mobilising and actively delivering construction on an operational military site.

In 2018 the Clyde Infrastructure Programme (CIP) awarded a new collaborative commercial framework which enables our approved suppliers to bid and deliver construction services. The post holder will be in direct contact with these suppliers to measure and enable delivery of critical infrastructure.

Through the transition the Project Manager will ensure the successful delivery of capital infrastructure projects. They are accountable to the Project Manager and will ensure that the project managers are provided with direction and support to lead, manage and deliver projects using appropriate contracting frameworks to achieve project outputs.

Infrastructure delivery is a challenging environment in which to work, with interdependencies between the required programmes and projects and the need to maintain military outputs. The candidate will be required to deliver at pace and demonstrate effective application of programme and project management skills, tools and techniques.

This is an exciting time to be joining the DIO Clyde team as we build new delivery teams and see our projects transition to new phases. HMNB Clyde is the duty station for this role, however we consider flexible working for our team members where the role allows. Team members based or visiting the site can benefit from onsite parking, civilian canteen, as well as coffee and food shop. Memberships to the gym and leisure facilities are available to those based at the site. Responsibilities Main Responsibilities
Support the PM and the project team to deliver the project objectives
Support the PM in the management and administration of the contract
Support the PM to manage financial performance of projects to control expenditure against approved project budgets
Support the PM in undertaking project assurance and gateway reviews across the portfolio at key stages to evaluate progress, compliance and probability of delivery to provide confidence to senior management, customers and key stakeholders
Accountable for complying with all agreed DIO processes and operating procedures and particularly those which are detailed under key infrastructure process
Monitors the performance of the organisation, technical support providers and supply chain, in terms of meeting their contractual obligations
Maintains productive relationships with the supply chain throughout the execution of the contract
Review and critique duration and cost estimates for the activities (reviewing and updating these at relevant points) and identifies critical dates relevant to the events
Monitors financial performance throughout the project and prepares reports for stakeholders in line with organisational requirements. Obtains estimates for the costs of activities, events and overheads
Applies metrics to identify cost trends and to update estimates of final costs
Reviews proposed changes and determines their high-level impact, requesting further information or clarification where necessary. Employment HoursThe post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working patterns will be considered.
