The Challenge

The DIO led Clyde Infrastructure Programme is tasked with delivering a £1.6billion capital investment in support of one of the MOD's key defence tasks, the maintenance of the Continuous At Sea Deterrent (CASD).

The programme is entering into a period of significant transformational change to address affordability and delivery challenges. A new framework agreement has just been announced selecting a new set of technical service providers. We are moving to a new, more efficient, way of working and we will be bringing new people and new processes, with pace, into DIO Clyde. It will be a challenging time and it is therefore an opportunity to come in and fast-track your learning and test yourself on delivering critical projects in a high-pressure operational environment.

Currently our programme includes projects in design, implementation and handover phases. With many of the projects preparing to transition into implementation, the post holder will have exposure to projects mobilising and actively delivering construction on an operational military site.

In 2018 the Clyde Infrastructure Programme (CIP) awarded a new collaborative commercial framework which enables our approved suppliers to bid and deliver construction services. The post holder will be in direct contact with these suppliers to measure and enable delivery of critical infrastructure.

Through the transition the Senior Project Manager will ensure the successful delivery of capital infrastructure projects. They are accountable to the Project Delivery Lead and will ensure that the project managers are provided with direction and support to lead, manage and deliver projects using appropriate contracting frameworks to achieve project outputs.

Infrastructure delivery is a challenging environment in which to work, with interdependencies between the required programmes and projects and the need to maintain military outputs. The candidate will be required to deliver at pace and demonstrate effective application of programme and project management skills, tools and techniques.

This is an exciting time to be joining the DIO Clyde team as we build new delivery teams and see our projects transition to new phases. HMNB Clyde is the duty station for this role, however we consider flexible working for our team members where the role allows. Team members based or visiting the site can benefit from onsite parking, civilian canteen, as well as coffee and food shop. Memberships to the gym and leisure facilities are available to those based at the site.

Main Responsibilities

Proactively monitor the progress of the programme, resolving issues and initiating appropriate corrective action

Define, implement and act to continuously improve programme controls to increase delivery confidence and understanding.

Monitor, manage and report on programme budget, understanding and supporting the financial planning cycle where required

Provide appropriate reports to the Programme Director, DIO, SRO and FLC chains of command.

Act as a leading figure in the work to integrate organisations across Clyde and support implementation of an integrated project team approach across the programme, providing support and guidance where required.

Provide education, guidance, advice and coaching on programme management best practice to programme colleagues.

Provide strategic advice and support to PD and wider programme stakeholders where required.

Deputise where required for Programme Director on programme matters

Core programme management products, including programme mandate, programme plans, RAID logs, governance documents.

Highlight reports, progress updates and other reports as required (e.g. PMRS)

Development and critique of Business Cases

Benefits maps and profiles, and benefit realisation plans

Recruit appropriate programme office staff and manage the ongoing development and performance of the team members.

Knowledge and skills transfer (succession plans).
