Part B: Background and Organisation

The transition to the Future Maritime Support Programme (FMSP) commercial model will re-quire a step change in the governance arrangements for, and management of, the contract compared to that currently provisioned for the Maritime Support Delivery Framework (MSDF) contract. It is essential that sufficient resource is provided to enable management of the intend-ed PPIM approach within the Lot, cross-Lot interfaces between the Submarine Engineering Lot 3 and other enabling Lots (i.e. Hard FM services), and to increase the intelligent customer ca-pability that was either divested under MSDF (i.e. Devonport Infrastructure) or is insufficient to generate and assess the level of management information required under a Qualifying Defence Contract arrangement.

The current manpower represents insufficient resource to fully and successfully discharge all the new FMSP contractual requirements.

Part C: Responsibilities

Oversee contractor activities and performance, through the management of surveys and defects on equipment ensuring that the records are kept up to date.

Act as the interface with other infrastructure projects such as SWIF to ensure new infrastructure equipment is fully maintained in accordance with the contract

Provide an onsite surveying capability to capture the material state of the platforms in maintenance periods and ensure accuracy of information supplied by the contractor. Verify the contractor performance and quality of engineering work through onsite visits and audits.

Liaise between surveyors and DAs to ensure work is completed to contract and to develop timely engineering solutions to equipment and structures out with design intent, providing assurance to ISM that submarine systems are acceptable for operations.

Waterfront maritime engineering project experience
